Job Description
The Iowa Department of Health and Human Services (HHS), Division of State-Operated Specialty Care, Bureau of Woodward Resource Center (WRC) is seeking an Accountant 3 to join our team! Reporting to the Public Service Manager 2, the Accountant 3 will play a pivotal role in the Administrative Services division coordinating the fiscal aspects of a multi-million-dollar annual budget, monitoring facility expenditures, and preparing cost reports for our Medicaid and HCBS Waiver program.
Key Responsibilities
+ Budget Development: Develop the annual budget and spending plan in collaboration with the Superintendent and the Business Manager. Assure compliance with all budgeting procedures of the Iowa Department of Management and HHS.
+ Quality Assurance: Direct and oversee the preparation of several detailed and complex accounting reports including the Iowa Financial Accounting System, GAAP, Medicaid Cost, HCBS Waiver Cost, and County Abstract Control of Charges. Direct the preparation of numerous documents and reports in response to requests from State Legislators/Legislative Fiscal Bureau, Congressional inquires, Iowa Department of Management, Iowa Department of Human Services, Iowa State Auditor’s Office, as well as Woodward Resource Center Management.
+ Interdepartmental Collaboration: Coordinate the approved facility spending plan with the purchasing department to assure that funding is available for the supplies and materials necessary to assure quality care and treatment is provided to the individuals who live at this facility.
+ Compliance: Interpret and assure compliance with Federal, State, and departmental rules, laws, and regulations in the areas of accounting, budgeting, purchasing, and client affairs.

Minimum Qualification Requirements
Graduation from an accredited college or university with twelve semester hours in accounting course work and experience equal to thirty months of responsible full-time work in accounting, accounts examination or verification, budgeting or closely related fiscal work with a governmental agency, public accounting firm, or private industry;
OR
an equivalent combination of education and experience substituting one year of the required experience for each year of the required education to a maximum of four years;
OR
an equivalent combination of education and experience substituting thirty semester hours of graduate level course work in accounting, business administration or finance for each year of the required experience to a maximum substitution of sixty hours;
OR
Certified Public Accountants will qualify with eighteen months of the required experience;
OR
employees withcurrentcontinuous experience in the state executive branch that includes experience equal to nine months of full-time work. as an Accountant 2.
