Position Overview and Responsibilities:
The Environmental Administrator (37010828), is in the Division of Environmental Assessment and Restoration’s Water Quality Restoration Program (WQRP), Ground Water Management Section in Tallahassee, and will be responsible for managing and directing the Ground Water Management section and leading all springs and groundwater-related Basin Management Action Plan (BMAP) activities associated within the WQRP. The position is responsible for managing the activities of five professional staff. The incumbent has the general oversight and management of implementation activities and efforts associated with adopted and developing BMAPs (including springs and surface water BMAPs as assigned to the section). The incumbent has the responsibility of handling various assignments, and representing the Program, as necessary, in both internal and external meetings. The incumbent deals with a variety of tasks and must use independent judgement and problem-solving skills to successfully accomplish the job.
This position manages and directs the Ground Water Management section and is the lead for all springs and groundwater-related basin management action plan (BMAP) activities associated with the Water Quality Restoration Program (WQRP). This includes general oversight and management of implementation activities and efforts associated with adopted and developing BMAPs (including springs and surface water BMAPs as assigned to the section). This position is also responsible for the management, oversight, and coordination of the program's review of agricultural Best Management Practice (BMP) manuals, especially as such work relates to groundwater influences on surface waters. This position will have general oversight and management responsibilities for program metrics and summary reporting efforts. The position is responsible for maintaining effective internal communications with management and direct reports in keeping with the agency's standards and expectations for effective communications. Identifies, develops and mentors staff to foster leaders. Conducts performance evaluations and prepares performance plans as directed by the Division. Identifies poor performers and initiates improvement plans. Identifies top performers and provides opportunities for increased visibility and training. Specific responsibilities include the following:
This position supervises professional and technical staff involved in the development and implementation of the state’s watershed restoration program and establishing water quality restoration plans for springs and other surface waters. To supervise this work, the position requires an understanding of the scientific principles of surface water and groundwater hydrology, water quality modeling, aquatic ecology, and watershed management. Support the Department’s efforts to protect and restore springs with local, regional, state, and federal agencies, private interests, stakeholders, and educational institutions. As a manager, the position coordinates the activities of professional staff, including assigning projects, establishing work priorities, ensuring timely completion of work assignments, completing administrative paperwork, and managing people to promote good morale and high productivity. Is responsible for time and attendance of subordinates.
Provide technical and policy expertise within the Department on springs and ecosystem protection and restoration. Participates and works effectively as a member of inter- and intra-program teams, as approved by the Program Administrator. Teams will be created as needed to facilitate completion of tasks related to program efforts including the development and implementation of rulemaking activities. This position initiates and implements projects to improve the effectiveness of the operation of the section or to resolve process or work-problem projects.

Required Knowledge, Skills, and Abilities:
+ Knowledge of the terminology and principles and techniques of groundwater, geology, water quality, and hydrology.

+ Ability to interpret scientific or technical data for the public and to prepare short technical reports.
+ Ability to utilize computer mapping and/or Geographic Information Systems (GIS) applications.
+ Ability to work independently.
Minimum Qualifications:
At least eight years of verifiable related experience, of which at least two years is as a supervisor, coordinator, project manager, program manager, team lead, team trainer, or have completed relevant managerial/leadership training. Post-secondary degrees from an accredited college or university with a major in engineering, engineering sciences, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, public health, or computer science may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency (https://www.fldoe.org/teaching/certification/foreign-trained-grads/approved-credential-evaluation-agencie.stml) must be submitted along with all foreign degrees.

+ Valid Driver’s License
+ At least 2 years of supervisory experience.
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Applicable Job-Specific License or Certifications:
Florida Certified Contract Manager (FCCM) designation or ability to obtain within one year of completing the on-the-job requirements for eligibility to take the FCCM training
Preferred Qualifications:
Bachelor’s degree in engineering, engineering sciences, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, public health, or computer science from an accredited university or college.
Pay:
$5,071.42 Monthly
