Position Summary Information
General Summary
TheProgram Manager – Water and Environmental Qualityprovides enterprise-wide oversight and coordination of programs related to Water Quality and Environmental Compliance. The Program Manager leads cross-functional teams on complex, integrated One Water projects involving data analysis, process improvement, documentation, quality control, and training development.
Essential Functions
+ Provides enterprise-wide oversight and coordination and leads cross-functional teams to develop and implement WSSC Water’s LCR , PFAS , and/or other emerging compliance programs
+ Develops strategies to ensure programs are aligned with WSSC Water’s overall strategic priorities
+ Provides technical expertise, recommendations and updates to the division manager and program teams to facilitate informed decision-making on programs
+ Communicates Commission’s efforts on programs, progress, actions, risks, and impacts
+ Assists in completing reports and notifications, including those required by regulations
+ Assists in the development and implementation of internal/external and public outreach, as well as engagement and education programs related to LCR , PFAS , and/or other emerging compliance programs
+ Assists in the development and documentation of new policies and procedures or necessary changes to advance program implementation, funding, communication, and engagement
+ Assists in the development of operational and Capital Improvement Program ( CIP ) budgets and funding strategies for programs
+ Identifies federal, state, and other loan/grant opportunities
+ Assists in securing such funds and assistance programs
+ Assists in formulation and implementation of program prioritization policies and strategies, technical criteria, and related ordinances as required
+ Tracks key changes in laws and regulations
+ Recommends program changes as needed
+ Develops and implements metrics to gauge performance related to the LCR , PFAS and other emerging regulatory compliance programs
+ Implements KPIs and performance tracking tools and procedures; implements work management tools and business interfaces
+ Identifies performance issues and resolves program challenges
+ Manages program schedules, metrics, and budget using program management tools
+ Assists with consultant selection process to ensure requisite skills and experience are met
+ Collaborates with WSSC Water team members to oversee consultant contracts and procurement
+ Manages program support contracts, including reviewing, negotiating, finalizing contracts and change orders
+ Leads post-project review to capture learning and apply to future work

Required Knowledge, Skills, And Abilities
+ Thorough understanding of federal, state, and local laws and regulations governing water, air, and other environmental factors to effectively represent WSSC Water’s interest in regulatory matters
+ Proficiency in principles and practices in the fields of civil or environmental engineering or environmental science with focus on water quality
+ Comprehensive understanding of the design and operations of water and wastewater treatment, water distribution and wastewater conveyance systems
+ Comprehensive knowledge and understanding of large-scale capital programs and construction projects
+ Demonstrated ability to manage large budget
+ Demonstrated ability to coordinate or negotiate with regulatory agencies on regulatory compliance
+ Ability to effectively plan and implement various management and support programs and initiatives
+ Ability to interact with customers and stakeholders in an effective and professional manner; ability to deliver superior customer service
+ Ability to analyze complex technical problems, evaluate alternatives, and reach sound conclusions; develops and implements work standards, policies, and procedures accordingly
+ Ability to prepare and effectively present highly technical subjects both verbally and in writing
+ Ability to inspire teams and persuade for sustainable outcomes
Minimum Education, Experience Requirements
+ Bachelor’s degree in relevant discipline (environmental science/engineering, or civil or sanitary engineering), or related scientific disciplines
+ 7+ years of experience in planning and directing complex projects or programs
Additional Requirements
+ Completion of the Washington Suburban Sanitary Commission Water Financial Disclosure statement within 30 days of employment and annually thereafter
+ Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer
Preferences
+ Master’s degree in environmental science/engineering, or civil or sanitary engineering
+ Experience in directing regulatory compliance programs such as Lead or PFAS reduction in a leadership position within the large water system industry
Salary$131,858 - $224,515
