    Description of Job

    Division of Gaming:

    Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.

    What we do:

    Sports Betting/Fantasy Sports unit ensures honesty and integrity in the sports betting and fantasy sports industry, through equal parts of education, compliance, and enforcement. The work unit ensures the physical and logistical security of sports wagering on-line and in off-site Sports Betting areas.

     

    A typical day of a Compliance Investigator II:

    C ompliance Investigator II position assists with complex background investigations involving Colorado Gaming and Sports Betting applicants/licensee(s) while enforcing the gaming/Sports Betting Statutes and Regulations.

    Background Investigations:

    + This position will serve as the Staff Authority for background investigations as it pertains to on-line licensing compliance in the Division of Gaming.

    + Coordinate and conduct complex investigations involving multi-jurisdictional and multi-national entities. The purpose of the investigation is to: determine and evaluate areas of tax information, financial documentation, asset identification, source of investment funds, reputation, civil litigation, criminal history, accuracy of provided disclosures, and areas of fraud and misrepresentation.

    + Assists with developing detailed written reports and presents findings to the Colorado Limited Gaming Control Commission to determine suitability for licensing.

    + Assists with annual (or as needed) renewal, expansion or change of ownership investigation and completes a detailed written report and presents the findings to the Colorado Limited Gaming Control Commission.

    Compliance monitoring and engagement:

    + Proactively conduct off-site monitoring and on-site inspections of sports betting operators to consistently interpret and assess compliance with applicable Colorado Sports Betting Laws and Regulations and monitors those that have had violations.

    + Applies standard fact-finding analysis; researches and interprets direct and indirect data sources, utilizes professional judgment to assess compliance and arrive at sound conclusions.

    + Develop intervention strategies designed to achieve immediate on-site correction and long-term compliance including recommendations to effect corrective action and to monitor progress.

    + Delivers clear, concise, accurate and factual summaries of results of inspections both orally and in writing.

    Compliance Investigations:

    + Acts on identified violations in a fair and consistent manner to promote compliance with legislation.

    + The person in this position plans and executes effective investigations of alleged violations of sports betting laws and regulations.

    + Conducts investigation interviews, evaluates aggravating and mitigating behavior of individuals and businesses, and prepares written investigative reports.

    + Position may testify at administrative hearings.

    Regulatory Investigations:

    + Collaborates with criminal investigators as part of a multi-disciplinary team (a team composed of members with varied but complimentary experience, qualifications, and skills that contribute to the achievement of the Division's objectives) in planning, coordinating and executing effective complex investigations into alleged violations of Colorado sports betting laws and regulations.

    + Researches and interprets direct and indirect data sources, analyzes documents, uses available technology resources.

    + Prepares detailed written reports, effectively presents the main points of the investigation, presents and defends findings, develops recommendations.

    Wager catalog management:

    + Conducts research on requests of sport events, governing bodies, and wagers to the Official Sports Wagering Catalog and provides a recommendation of approval or denial to the Division Director, while also maintaining the tracking system of all requests.

    + Reviews documentation required for submission by sports betting operators to confirm compliance with applicable Colorado Sports Betting Laws and Regulations, supports criminal investigators as part of a multi-disciplinary team, responds to verbal and written inquiries concerning sports betting laws regulations, and remains current on sports betting Statutes and Regulations.

    + Collaborates with other agencies/companies CBI, OIT, local law enforcement, sport betting vendors to support the Division mission.

    + Provides input for training programs and organizational strategies for identifying opportunities to improve customer service and process quality.

    MINIMUM QUALIFICATIONS:

    Experience Only:

    Six (6) years of relevant experience in professional criminal or compliance experience in a regulatory environment .

    OR

    Education and Experience:

    A combination of related education and/or relevant experience in business administration, public administration, criminology, criminal justice, criminalistics, political science, police science, law enforcement, law, psychology, sociology, or a closely related field as determined by the Department. an occupation related to the work assigned equal to six (6) years

    Necessary Special Requirements:

    + Applicants must be willing to work nights, rotating shifts, weekends, and holidays.

    + Must be willing to travel in and out of state as required.

    + Applicants must be willing and able to perform heavy lifting, carrying, or otherwise moving objects, occasionally up to 100 pounds.

    Preferred Qualifications:

    The ideal candidate will possess the following skills:

    + Preferred applicants will possess more than the required minimum experience in professional investigative and/or compliance experience in a regulatory environment.

    + State experience of statutes and regulations in a regulatory environment.

    + Outstanding candidates will have recent experience with: investigations involving financial fraud, enforcement, interpreting and applying statutes, and researching databases.

    + Proficiency in the Microsoft Office Suite.

    + Ability to track workload

    + Excellent oral and written communication and interpersonal skills.

    Conditions of Employment with the CDOR :

    Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

     

    As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .
