The Office of Federal Funds and Strategic Initiatives (OFFSI)
The Governor’s Office of Federal Funds and Strategic Initiatives (OFFSI) works to maximize federal funding opportunities, effectively implement federal and stimulus funding, and execute strategic initiatives that build from cross-agency lessons from a coordinated response. The Office specifically works on the $8.7B in American Rescue Plan Act (“ARPA”) Colorado received and the anticipated $10B from the Bipartisan Infrastructure Bill (“BIL” or “IIJA”) and the Inflation Reduction Act (“IRA”). Through a cross-agency team and a network of local grant navigators, the Office operates as a convener of state agencies, local governments, and other entities to improve the drawdown of federal funds for Colorado while improving government systems to drive efficiencies and implement federal funding. Office of Federal Funds and Strategic Initiatives reflects the diverse work that goes beyond economic recovery including implementing long-term transformative investments of ARPA funds, maximizing IIJA/IRA opportunities to move Colorado forward, cross-agency coordination and engagement to improve systems strained by the pandemic recovery, and strategic work on Governor priorities.

Salary: $145,000-$156,000
Position Purpose: The Director of Federal Funding Strategic Coordination leads statewide efforts to support state agencies identify, secure, and coordinate the strategic implementation of federal funding opportunities. This position plays a critical role in maximizing Colorado’s access to and deployment of Bipartisan Infrastructure Law (IIJA) and Inflation Reduction Act (IRA) funds by supporting collaboration across state agencies, local governments, and Tribes.
Summary of Functions:
The position of Director of Federal Funds Strategic Coordination supports the planning, development, and implementation of the OFFSI’s strategic framework to maximize investment of Federal funds in the State of Colorado. The position reports to the Chief of OFFSI. The ideal candidate should be detail-oriented, a strong leader, an innovative thinker, and have the ability to work collaboratively with other state agencies, local governments, Tribes, and federal and local government partners. The ideal candidate will excel at developing and implementing programs, managing consultants and contractors, and supporting stakeholders in achieving their goals for improved infrastructure. The Director works with the leadership of OFFSI to lead Colorado’s strategy to maximize federal funds to State agencies, local governments, and private entities in Colorado. Candidates need to demonstrate emotional intelligence, including humility and empathy, self-reflection and personal growth, and a genuine willingness to receive feedback.
Key Responsibilities
Supervision and Leadership
+ The position will serve as part of the leadership team within OFFSI. In this role, the position will lead members of the OFFSI team on a variety of short-term and long-term projects.
+ Directly and through dotted line relationships supervise employees and work.
+ Lead or co-lead high-priority projects across OFFSI and partner agencies.
Maximize Federal Funding Grants for Colorado
+ Coordinates the identification and dissemination of new federal funding opportunities for State agencies and local governments by providing awareness of opportunities and support in the development and execution of grant applications.
+ Manages OFFSI’s grant and technical assistance program, including managing requests for grant writing and project planning assistance, including intake, review, and tracking of requests
+ Maintains communication with DOLA regional managers and other agency staff to ensure appropriate alignment and support
+ Ensure Memoranda of Understanding (MOUs) and contracts are signed with all entities receiving assistance
+ Manage task orders associated to both Thriving Communities and Grant and Technical Assistance program
Local Government Strategic Coordination
+ Oversee OFFSI’s local government engagement efforts, including a team of 12-14 contracted regional grant navigators (RGNs) to ensure they are meeting the goals of the program and delivering on their approved scopes of work.
+ Coordinate between RGNs and DOLA Regional Managers to ensure that the RGN efforts are maximized and not duplicative.
+ Coordinate with DOLA on the implementation of the local match program.
+ Offer creative ideas to better coordinate with local governments and tribes to maximize federal funding awards, protect federal awards, and improve the implementation of federal money.
+ Explore the possibility of supporting nonprofit organizations on federal issues.
+ Oversee the Thriving Communities Program (TCP) grant, including monitoring milestones and outcomes as per the work plan, managing relationships and overseeing the Thriving Communities Program Manager.
Management of the IIJA Cash Fund
+ Oversee spending, reporting, planning, and implementation of the IIJA Cash Fund, working with the Governor’s Controller to ensure proper management of the funds.
+ Support program needs for federal or state audits, JBC requests, legislator requests, or communications requests, as-needed.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Education and Experience:
+ Masters Degree from an accredited university in public administration, public policy, political science, or closely related field.
+ At least three (6) years of professional experience working directly with local governments and/or Tribes with at least (3) years of this experience working with Colorado local governments and/or Tribes.
+ At least (2) years managing a team or teams of contractors and/or consultants
+ Experience directly working with rural local governments or Tribes in Colorado
+ At least (3) years experience with federal grant writing, grant accounting, governmental auditing and/or compliance.
+ Demonstrated understanding of the funding opportunities presented by IIJA and IRA.
