    Summary This position is located in Natchez Trace Parkway, in the Ranger Activities Division. Open until 06/02/2025 . All applications submitted by 11:59 (EST) on the closing day will receive consideration. Responsibilities This position is duty stationed at the Natchez Trace Parkway Headquarters in Tupelo, MS. Tupelo, MS is located in northeast Mississippi and was designated an All-American City. It serves as a regional hub for the area and has a moderate climate. Tupelo has a population of approximately 35,000, and has a regional airport. It is located 90 miles from Memphis, TN and 300 miles from the Mississippi Gulf Coast. The primary purpose of this position is to provide dispatch support to the Parkway law enforcement rangers. The Natchez Trace Parkway has a high volume law enforcement program and dispatchers provide a critical safety component to the program. The selectee should be NCIC/NLETS certified, be in possession of Association of Public Safety Dispatcher Certification, and be familiar with a Computer Aided Dispatch System. The Parkway's Communication Center was completed in 2016, and the radio system was upgraded this year. Parkway Dispatchers use the Computer Information Systems Inc, CAD system. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You may be required to operate a government (or private) motor vehicle as part of your official duties. Please indicate in your application whether you possess a valid State driver's license. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 1-2 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-06/02/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR: This position performs emergency telecommunications, and Public Safety Communications Officials (APCO) or International Academies of Emergency Dispatch (IAED) is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position- AND -To qualify for this position at the GS-2151-07 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-2151-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: operating communications equipment in support of public service incidents, providing pre­ arrival medical instructions to callers requesting medical assistance; dispatching fire responders, interpreting jurisdictional boundaries for law enforcement or firefighting responses or using computer systems to track and record data. Examples of specialized experience include: 1) Dispatching appropriate emergency personnel; 2) Utilizes emergency dispatch and radio communications; and 3) Coordinates with local and state public safety agencies . You must include hours per week worked. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location. Physical Demands: Incumbent must function efficiently in a confined space for extended periods with minimized breaks and restricted opportunity to leave the confines of the Communications Center. The dispatcher is considered an "essential employee", meaning he/she is required to work most holidays, report for duty during adverse weather conditions, and be expected to work for long hours exceeding normally scheduled shifts during incidents of emergencies. Position is sedentary with high amounts of stress. Incumbent is subject to shift work, rotating shift work, rotating lieu days and uncommon tours of duty. Work requires the use of extended vocal communications for periods of hours at a time. Voice must be clear, audible, and tonally effective using plainly spoken words and understandable over radio and telephone equipment. Incumbent must be able to hear clearly and correctly, and discern a variety of audible communications and signals simultaneously. Incumbent must be able to read critical information from multiple sources, including computer screen, fax, and written log quickly and accurately. The work is of an emergency nature and is emotionally stressful. Incumbent must possess manual dexterity sufficient to operate computer terminals/keyboards, digital telephone and cell phone equipment, any operational required related equipment and maintain and electronic/digital written logs. Work involves occasional lifting of boxes and supplies weighing up to 50 pounds. Working Conditions: The work is normally performed in a well-lighted and temperature controlled room. Noise levels are routinely high due to electronic equipment, telephones, radios, and other discussions ongoing in the performance of duties. The setting is typically confined and secure, and entrance and egress is controlled. During the training period, the incumbent will be assigned to accompany field law enforcement personnel in patrol vehicles for orientation to agency field operating procedures and jurisdictional boundaries.
