POSITION GENERAL SUMMARY:
This position provides case management support for juveniles coming into the care of the Ada County Detention Center. Performs services for juveniles and families not only to identify and support treatment for youth while in detention but also by conducting assessments, making recommendations, identifying community resources, coordinating case detention plans, and providing group facilitation and support. This position requires strong interpersonal and communication skills, along with organizational and coordinating abilities.
DISTINGUISHING FEATURES OF THE CLASS:
The position is with the Ada County Juvenile Services. The incumbent performs complex and varied work and is given latitude to exercise discretion and independent judgement to accomplish tasks.
Essential Functions
+ Works with youth across all Juvenile Services Department divisions to identify treatment/placement options and referrals to community providers to assist the youth and family;
+ Makes release recommendations to the Court based on formal assessment, family interviews, community resource availability, and other assessments;
+ Conducts interviews with and reviews of youth that have had their initial court date and are in need of placement consideration;
+ Identifies and expedites process for in-custody youth with placement difficulties;
+ Identifies and develops youth placement plans, interacting closely with family and relevant professionals to address the individual’s needs and goals within court orders and legal requirements;
+ Completes time sensitive analysis and reports;
+ Coordinates detailed information with Probation, Programs, and Detention Division Staff to assist in the development of comprehensive release plans.
+ Facilitates Psychoeducational groups and co-facilitates treatment groups as needed;
+ Supports detention residents with skill and competency development services or activities according to individual plans or court-ordered requests;
+ Identifies and maintains a comprehensive list of placement options;
+ Communicates and coordinates with youth, families, mental health professionals, juvenile justice and other community stakeholders to facilitate services for youth;
+ Gathers and reports on case management data to facilitate up-to-date support and services;
+ Applies understanding of topics such as risk assessment, evidence-based practices, crisis intervention, behavior change, adolescent development, trauma-informed care, and juvenile justice laws and statutes such the Juvenile Corrections Act (JCA) and the Idaho Administrative Procedures Act (IDAPA);
ADDITIONAL FUNCTIONS:
+ Identifies cases where no adult/guardian is involved and expedites out of custody placement;
+ Expedites court generated referrals for in and out of custody juveniles;
+ Expedites cases identified as possible mental health;
+ Performs related duties as required.
Job Requirements
+ Bachelor’s Degree from an accredited university in Social Work, Criminal Justice, Psychology or a related field required;
+ Three (3) years of experience working with families and youth;
+ Experience providing psychoeducational individual and group sessions;
+ Experience working in therapeutic services in a youth-involved capacity;
+ Some experience in the Juvenile Justice field preferred;
+ Ability to complete training and certification requirements necessary to conduct work in a secure detention facility;
+ Knowledge of child and adolescent development, developmental stages and mental health issues;
+ Knowledge of modern juvenile justice services, case processing, best practices, and philosophy;
+ Knowledge of the laws pertaining to the Juvenile Court, including the Juvenile Corrections Act;
+ Knowledge of community resources available to assist the juvenile, family and/or others;
+ Knowledge of problem-solving skills, English grammar, spelling and punctuation;
+ Skill in conducting interviews through the use of motivation interviewing and other techniques;
+ Skill in analyzing data and using professional judgment to reach appropriate conclusions;
+ Skill in coordinating and prioritizing multiple cases with varying priority, timelines, processes, and needs;
+ Ability to record data in a narrative fashion, which documents all conclusions and recommendations;
+ Ability to plan, organize and prioritize work and remain flexible with assignments;
+ Ability to promote and maintain professional relationships with judges, attorneys, placement liaisons, agency program staff, Probation, Detention, and administrative staff;
+ Ability to ensure effective and adequate flow of information with case stakeholders;
+ Ability to maintain confidentiality; and
+ Ability to communicate clearly in stressful situations.
OTHER REQUIREMENTS:
+ Must possess and maintain a valid Idaho driver’s license;
+ Adherence to the ACJS Code of Ethics required;
+ May require working some weekends, evenings, nights, and/or holidays;
+ Must meet PREA requirements;
+ Must obtain and maintain CPR certification;
+ Must obtain ARCON certification;
+ This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
Work Environment & Physical Demands
+ Work is performed primarily in an office environment, and within the Ada County Juvenile Detention Facility, and the employee in this class is subject to inside environmental conditions;
+ The employee in this position is regularly exposed to a secure detention environment and must adhere to all facility safety protocols and procedures;
+ Occasional local travel is required to community agencies, courtrooms, placement sites, or other County buildings;
+ May be required to lift up to 20 lbs.;
+ Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks and to respond appropriately in an active facility environment;
+ May come into contact with hazardous materials, airborne pathogens, blood, blood borne pathogens, bodily fluids, and goods or substances that may be deemed harmful;
+ The incumbent must see, hear, and communicate with the residents in order to ensure safety and adherence to facility rules and regulations;
+ This position interacts with residents dealing with sensitive and often challenging situations; incumbent must demonstrate strong emotional resilience and composure to ensure the safety and well-being of residents and employees.
