    Brief Job Overview

    The Director of Maternal and Child Health & Market Access will lead a strategic initiative to build robust procurement capacity and market development for postpartum hemorrhage (PPH) products across several priority African countries. This senior leadership position will oversee the implementation of a donor-funded program to streamline procurement processes, strengthen commercial channels serving the public sector, and enable efficient procurement of high quality PPH products from regional manufacturing hubs. The ideal candidate will bring extensive global health expertise, proven leadership in health systems strengthening, and a deep understanding of pharmaceutical supply chains in low- and middle-income countries.

    Additionally, USP’s People and Culture division, in partnership with the Equity Office, invests in leadership and workforce development to equip all employees with the skills to create high-performing, inclusive teams. This includes training in equitable management practices and tools to promote engaged, collaborative, and results-driven work environments.

     

    The Director of Maternal and Child Health Market Access and System Strengthening has the

    following responsibilities:

    • Provide overall vision, strategic direction, and technical leadership for the PPH procurement

     

    systems strengthening program across 5-7 African countries.

     

    • Oversee program implementation to ensure achievement of program goals and objectives within

     

    budget and timeline.

     

    • Develop annual work plans, monitoring frameworks, and evaluation strategies to track progress

     

    and document impact.

     

    • Lead a diverse team of technical experts and coordinate with implementing partners to ensure

     

    coherent programming.

     

    • Report regularly to donor and other key stakeholders on program progress, challenges, and

     

    achievements.

     

    • Design and implement interventions to strengthen national procurement systems for PPH

     

    products, addressing forecasting, quantification, budgeting, sourcing, and pricing challenges.

     

    • Support countries in developing sustainable solutions to improve the availability of key PPH

     

    products including blood loss measurement devices, oxytocin/heat-stable carbetocin, and

     

    tranexamic acid.

     

    • Develop strategies to enhance regulatory and registration mechanisms, negotiate favorable

     

    pricing, and streamline procurement processes.

     

    • Create learning networks and coordination platforms to support national procurement systems

     

    and engage with relevant government stakeholders.

     

    • Lead studies to generate insights on demand and product prices across target countries to inform

     

    procurement decisions.

     

    • Establish and maintain strategic partnerships with ministries of health, ministries of finance, drug

     

    regulatory authorities, and other key national stakeholders.

     

    • Coordinate with global partners (UNFPA, WHO, UNICEF, FIGO/ICM) and align program

     

    activities with complementary initiatives.

     

    • Collaborate with private sector entities, including distributors and pharmacy networks, to

     

    enhance the quality of product availability.

     

    • Represent the program in relevant global, regional, and national forums to advocate for improved

     

    PPH product access.

     

    • Design and implement operational research to generate evidence on effective procurement

     

    approaches.• Document best practices, challenges, and lessons learned from program implementation.

     

    • Develop knowledge products to support countries in optimizing procurement and supply chains.

    • Contribute to the global evidence base on effective approaches to improving access to quality

     

    maternal health commodities.

     

    • Support and advise the project leadership in overall project delivery and implementation,

     

    offering strategic guidance and hands-on support to overcome implementation challenges.

     

    • Lead additional activities or projects as directed by the Senior Vice President, demonstrating

     

    flexibility to address emerging organizational priorities.

     

    Who is USP Looking For?

     

    The successful candidate will have a demonstrated understanding of our mission, commitment to

     

    excellence through inclusive and equitable behaviors and practices, ability to quickly build credibility

    with stakeholders, along with the following competencies and experience:

    • Master's degree or higher in public health, pharmaceutical management, supply chain

     

    management, business administration, or related field.

     

    • Minimum 10-15 years of progressive experience in global health program management, with at

     

    least 5 years at senior leadership level.

     

    • Demonstrated experience designing and implementing health systems strengthening initiatives in

     

    low- and middle-income countries, particularly in Africa.

     

    • Proven track record in pharmaceutical procurement, supply chain management, and/or market

     

    development for health commodities.

     

    • Experience managing multi-country programs with complex stakeholder environments.

    • Background in maternal health programming strongly preferred.

    • Deep understanding of health systems in low- and middle-income countries, particularly

     

    procurement and supply management systems.

     

    • Strong knowledge of pharmaceutical regulatory frameworks and quality assurance mechanisms.

    • Familiarity with donor procurement mechanisms and pharmaceutical market dynamics.

    • Demonstrated ability to navigate complex government systems and engage with high-level

     

    stakeholders.

     

    • Excellent program management skills, including work planning, budgeting, and performance

     

    monitoring.

     

    • Outstanding communication and interpersonal skills, with the ability to influence and build

     

    consensus among diverse stakeholders.

     

    • Strong analytical skills and ability to translate data into actionable insights.

    • Strong written (especially technical writing) and oral communication skills.

    • Willingness to travel at least 25% of the time.

    Additional Desired Preferences

    • Work experience in LMICs, preferably in Africa and Latin America.

    • Fluency in French, Portuguese, and/or Spanish.

    Supervisory Responsibilities

    Yes, the incumbent will manage a team of three market access and market shaping individual

     

    contributors.

    Compensation

    Base Salary Range: **USD $161,000.00 – $214,500.00.00** annually.

     

    Target Annual Bonus: % Varies based on level of role.

     

    Individual compensation packages are based on various factors unique to each candidate’s skill set, experience, qualifications, equity, and other job-related reasons.
