    Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will review and evaluate existing software and procedures and provide methods for reporting and correcting security violations or breakdowns. You will plan, develop, and maintain long-range hardware and software change plans including requirements, design, software, hardware, documentation, and procedures. You will identify, track, and manage modifications required to enhance/maintain accuracy, reliability, and security. You will develop and implement standard operating procedures to ensure appropriate levels of compliance/security. You will manage, operate, and maintain security systems and networks, including security test and evaluation. You will perform as Tier 2/3 system administrator for some of the following disciplines: Windows XP/07, Windows Server 03/08, Linux, UNIX, ARINC, Vindicator, Cisco Voice and Video, Cisco ASA, Cisco Routers and Switches, CISCO Works, etc. You will manage accounts, network rights, and access to systems and equipment. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Maintaining IT security and network systems by evaluating network security technologies, developing technical requirements or standard operating procedures, and directing corrective actions to provide guidance through the systems life cycle. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include Optimize the functionality of networks and systems; conducts functional and connectivity testing to ensure continuing operability; implements systems security plans and policies and preventive maintenance schedules. 2. Customer Service - Works with clients and customers. IT-related experience demonstrating this competency include schedules maintenance activities during off-peak usage periods; oversees installation, implementation, configuration, maintenance, and support of network components. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include Liaison with clients on all matters related to network operations and support; Prepare and present reports; Participate in the IT capital planning process. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: conducts functional and connectivity testing to ensure continuing operability; provides ongoing optimization and problem solving support; resolves problems, such as defective hardware components or corrupted software; diagnose and recover failed systems. Education Additional Information The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. This position is part of the Navy Nuclear Deterrent Mission. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. The position is subjected to provisions of the Nuclear Weapons Radiological Controls Program (NUWEPS RADCON), for occupational exposure to ionizing radiation. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
