Summary This position is located at Middle School Teen/School Age Services, McAlester, Oklahoma. This announcement may be used to fill additional vacancies throughout the program. Responsibilities Performs duties under the general direction of the CYS Coordinator, who outlines program objectives and is available for discussion of complicated and unprecedented matters. Serves as a member of the Installation Child and Youth Evaluation Team to ensure compliance with health, fire, safety, facility and program regulatory requirements and CYS baseline standards. Develops program budget and provides to CYS Coordinator for CYS budget. Manages program to budget. Conducts written analyses of budget variances. Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation. Works cooperatively with other CYS Managers to ensure seamless service and continuity of quality options for all children and youth. Serves as member of the CYS Program Plan Team to develop written strategies for program improvement. Trainer collateral duties. Conducting training, delivering presentations, conducting meetings with parents and/or staff, or similar. Requirements Conditions of Employment Qualifications Successful completion of an undergraduate Degree that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position consistent with: For positions in Youth Facilities: The education must have been in youth development, youth administration, education, home economics, physical education, elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science. For positions in School-Age facilities, the education must have been in any of the fields above. In addition to the basic requirements stated above candidate must possess the following: 1. 24 months of professional experience in managing a child or youth facility is required. This experience must be equivalent in difficulty and complexity to the next lower level to include the following: 2. Demonstrated experience in managing an entire cycle of operation of a CYS facility to include budgeting, facility management, supply management, program development, implementation, selection, training and supervision of personnel and curriculum oversight. 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Comprehensive oral and communications skills and analytical writing skills. 5. Ability to present ideas and proposals to a variety of audiences. OR A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above. In addition to the basic requirements stated above candidate must possess the following: 1. 24 months of professional experience in managing a child or youth facility is required. This experience must be equivalent in difficulty and complexity to the next lower level to include the following: 2. Demonstrated experience in managing an entire cycle of operation of a CYS facility to include budgeting, facility management, supply management, program development, implementation, selection, training and supervision of personnel and curriculum oversight. 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Comprehensive oral and communications skills and analytical writing skills. 5. Ability to present ideas and proposals to a variety of audiences. Those meeting both Highly Preferred criteria along with the minimum qualifications will be referred before those meeting only the minimum criteria. Highly Preferred candidates will possess all of the following: Minimum of 3 years of experience working with a National Credentialing body [Example: Council of Accreditation (COA), National Association for the Education of Young Children (NAEYC)] Work experience with 4-H and Boys & Girls Club of America programs Experience conducting training, delivering presentations, conducting meetings with parents and/or staff, or similar This experience must be clearly listed on your resume to be considered for Highly Preferred status. Education Proof of education is required at the time of application. Note: Education must be directly related to the position to be filled. PCS Costs Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest. Pay-Band Allowances and Differentials This is a NF pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
