    We are seeking a highly skilled and detail-oriented Payroll Manager to oversee the payroll operations ensuring compliance with complex California wage and hour laws. The ideal candidate will possess expertise in managing payroll for employees who work 24-hour shifts, as well as for regular employees with daily overtime requirements. This position requires a strong understanding of calculating regular and overtime pay, applying the weighted average rate for varied job classifications, and adhering to applicable federal, state, and local regulations. The Payroll Manager will be responsible for the end-to-end payroll process, ensuring that all employees are paid accurately and on time, with a keen focus on maintaining compliance with California's unique labor laws. This includes handling regular overtime (OT), as well as OT based on 24-hour shift work, and ensuring proper calculation of compensation.

    ESSENTIAL JOB FUNCTIONS

    + Oversee Payroll Processing: Manage the payroll cycle for a diverse workforce, including both employees who work 24-hour shifts and regular employees. Ensure payroll is processed accurately, timely, and in compliance with federal, state, and local regulations, especially California's complex wage and hour laws.

    + Ensure compliance with California overtime regulations, including daily and weekly overtime pay for non-exempt employees.

    + Manage payroll for employees working 24-hour shifts and calculate overtime pay after 40 hours per week, ensuring proper compensation for both regular and overtime hours.

    + Understand and apply daily overtime rules (OT after 8 hours in a workday) and weekly overtime rules (OT after 40 hours in a workweek).

    + Handle double-time pay (e.g., for hours worked over 12 in a day or on the 7th consecutive day) for eligible employees.

    + Calculate the weighted average rate of pay for employees with varying pay rates or different job classifications, ensuring the correct application of the regular rate of pay for overtime calculations, particularly for employees working different shifts.

    + Prepare and maintain accurate payroll records, reports, and audits to ensure compliance and to support internal or external audits.

    + Submit required federal, state, and local tax filings and reports, including W-2s, payroll taxes, and other regulatory filings.

    + Serve as the primary point of contact for payroll-related questions or issues, including explaining payroll calculations, deductions, and overtime rules.

    + Collaborate with HR, finance, and other departments to resolve payroll discrepancies or concerns in a timely manner.

    + Monitor and recommend improvements to payroll processes, ensuring the use of best practices, maximizing efficiency, and minimizing errors.

    + Stay current with California labor laws, IRS guidelines, and industry best practices to ensure ongoing compliance.

    + Manage payroll software and systems to ensure proper tracking of employee hours, compensation, and compliance.

    + Troubleshoot and resolve issues related to timekeeping systems or payroll software.

    + Other Duties: Perform additional tasks as assigned by the CFO to support company objectives.

    TRAINING & EDUCATION

    + Bachelor's degree in accounting, Finance, Human Resources, Business Administration, or related field preferred.

    + Position-related payroll certifications preferred.

    + Minimum of 5 years of payroll experience, with a strong focus on California wage and hour law, including daily and weekly overtime, and 24-hour shift pay regulation.

    MINIMUM QUALIFICATIONS

    + Adhere to established work schedule, may be required to work occasional weekends, must be punctual.

    + Proven leadership and supervisory experience, preferably within a payroll department.

    + Expertise in California wage and hour laws, including overtime, double time, and the regular rate of pay. Including strong understanding of weighted average rate calculation for complex payroll scenarios. Advanced Excel skills.

    + Extensive knowledge of California Labor Code, Wage Orders, and FLSA.

    + Demonstrated ability to manage complex payroll systems and ensure high standards of accuracy.

    + Excellent communication and interpersonal skills, with the ability to collaborate across departments.

    + Proficiency in payroll software systems (e.g. Paylocity, ADP or equivalent) and timekeeping systems.

    + Strong analytical thinking, attention to detail, and a proactive problem-solving mindset.

    + The ability to thrive in a fast-paced environment and manage multiple priorities while meeting strict deadlines.

    + Must have the Strong interpersonal and communication skills with an ability to work effectively with a diverse range of individuals, teams, managers, supervisors, and external customers. Excellent ability to communicate and work cohesively across Department lines.

    + Ability to communicate effectively with both employees and leadership regarding payroll policies and issues. Ability to work well as a team. Ability to always maintain a professional manner and appearance.

    STARTING SALARY RANGE

    $110,000 to $125,000 annual; DOE
