HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS).
Your Impact:
As Senior Project Specialist - Admin Project Director (NM), you will report to the Assistant Commissioner and Director of the Unit. You will be responsible for managing program area tasks required to implement five new technology projects for the Office of Enforcement and Neighborhood Services, pushing the projects through all cycles of implementation and obtaining signoffs on project deliverables.
Your Role:
As the Senior Project Specialist- Admin Project Director (NM) in the Data Management & Technology (DMT), you will work with your team and be responsible for projects and issues that the team is working on. You will be responsible for, but not limited to the following:
Your Responsibilities:
- Attend daily meetings with HPD technology division concerning projects and issues.
- Work in Agile or Scrum environments, including participation in sprint planning, stand-ups, and retrospectives.
- Use strong analytical and problem-solving abilities to troubleshoot and resolve complex technical issues.
- Analyze systems to enhance, expand, improve existing systems, by studying specifications, determining feasibility for various projects, clarifying business requirements, reviewing technical documentation and designs.
- Clarify current or proposed business processed by creating/reviewing/signing off on
flow charts/specifications, business requirement documents and user guides.
- Provide technical data processing assistance.
- Communicate with users and business stakeholders to specify objectives for the proper planning and development of new systems.
- Assign/manage User Acceptance Testing tasks of complex programs and information systems.
Preferred Skills:
- Excellent Communication skills (both oral and written), strong interpersonal skills, organizational acumen, and analytical prowess.
- Must be adept at explaining decisions, analyses, and reports through written and verbal means.
- Experience is needed in planning and executing data migrations between data centers.
- Ability to thrive in a dynamic environment, working on multiple projects concurrently while remaining enthusiastic about learning new technologies.
- Understanding of government agency operations is advantageous.
- 2+ Years of using and JIRA to monitor projects health.
- Exhibit solid organizational skills and focus on accuracy and attention to detail.
- Exhibit excellent analytical, problem solving, and troubleshooting abilities.
- Ability to be self-motivated and to work both independently and in a team environment.

Qualifications
1. A baccalaureate degree from an accredited college and four years of experience in one or more of the following areas: community organization, social work, urban development projects, real estate, public administration, or a related field, of which two years must have been in a field directly related to neighborhood improvement such as housing, community organization, urban renewal or planning, or real estate. A Law Degree or graduate work in an appropriate field may be substituted for up to two years of the general experience required; or
2. Education and/or experience equivalent to "1", including part-time and/or volunteer experience.
