    Job Description

    APPLICANTS MUST BE PERMANENT IN THE ADMINISTATIVE DIRECTOR OF SOCIAL SERVICE CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.

     

    The Office of Supportive/Affordable Housing and Services (OSAHS) helps formerly homeless people succeed in permanent housing by providing access to permanent housing with support services. OSAHS works closely with other divisions of HRA and with other governmental and non-governmental partners to create new programs and refine existing services so that people can achieve their maximum functional capacity in community settings.

     

    Under general direction of the Assistant Deputy Commissioner of the Office of Supportive/Affordable Housing with wide latitude for the exercise of independent judgment, initiative and decision making the Executive Director is responsible for efficient referral and placement of households experiencing homelessness and other vulnerable populations into new supportive housing projects. In this role, the Executive Director will lead the team the referral and placement of homeless people into permanent housing in the community. They will also contribute to program planning.

    The Office of Supportive/Affordable Housing and Services (OSAHS) is recruiting for 0ne (1) Administrative Director of Social Services M-3 to function as an Executive Director of Supportive Housing Rent Up Unit, who will:

    - Work with HPD and relevant state agencies to establish each year’s rent up pipeline.

     

    - Gather specific details for each project, coordinates with relevant stakeholders to maintain up-to-date pipeline and progress towards completion.

     

    - Coordinate timing of kick off meetings, ensure all relevant stakeholders are included, project details are clear and accurate, and in coordination with partners, develop individual rent up plans for each project.

     

    - Oversee weekly rent-up project calls to identify and address issues.

     

    - Serve as program representative to senior level agency staff at HRA, HPD, DOHMH, ACS DYCD and NYS OMH/DOH/OTDA/OASAS and community-based organizations.

     

    - Establish and maintains cooperative working relationships with all parties.

     

    - Establish and updates staff onboarding and training materials, workflow processes and procedures for the unit.

     

    - Oversee assignment of projects to ensure proper staff resource allocation.

     

    - Supervise two directors and one program manager.

     

    - Participate in meeting with OSAHS leadership to report on outcomes of rent up portfolio as well as specific projects in detail.

     

    - Identify operational challenges and makes recommendations as appropriate.

     

    - Generate weekly reports for OSAHS leadership on the status of the rent up portfolio.

     

    - Work closely with other HRA departments on the design and implementation of technology improvements to the electronical referral and placement system (CAPS).

     

    - Recommend process improvements to enhance the supportive housing experience for applicants. Serves as subject matter expert for rent up functionality in CAPS.

     

    - Review BRDs, conducts UAT, provides signoff for rent-up functionality.

     

    Salary Range: $87,440- $143,777

     

    Work Location: 150 Greenwich Street 39th Floor New York, NY 10007

     

    Hours/Schedule: 9:00am-17:00pm (Flexible)

    Qualifications

    1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or

    2. Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:

     

    (A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or

     

    (B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or

     

    (C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

     

    However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
