Position Summary/Description:
The primary purpose of the Cogeneration Systems Manager is to manage the operations, maintenance, fuel purchases, environmental compliance, and the growth of Cogeneration Systems to meet the needs of the University in a safe, reliable, and environmentally friendly manner. This is achieved by establishing both short term and long-term goals for Cogeneration Systems and managing them in a fiscally responsible manner. This position provides motivation, direction, and supervision to 79 employees, of which, eight are direct reports. The eight direct reports are a multi-disciplinary group of persons who, in turn, are responsible for plant and steam system engineering, plant operations, campus steam system operations and maintenance, power plant mechanical maintenance, instrumentation and controls, warehouse operations and purchasing, and the administration office.
Long term goals are established by this position in concert with staff engineers and design consultants to determine the needs of Cogeneration Systems to meet the long-term objectives of the University. Master Utility studies establish the infrastructure needs and identify required projects. The position works with staff engineers, members of Energy Services and other groups within the University to justify the projects, determine the fiscal needs for the projects, participate in the design process thereof, establish implementation schedules, and provide oversight during any required construction. This position is responsible for the monitoring of and meeting the requirements of the changing environmental regulatory climate.
Short term goals are established by this position to ensure continued safe and reliable supply of steam and generated electricity to the campus and the UNC Hospitals. This position develops the yearly budget to ensure that funds are available for the purchase of fuels, effective and proactive maintenance, and continued training of staff, and to ensure that environmental compliance is met, while also minimizing the impact on the rates charged to the customers. This position establishes operational and maintenance standards.
Additional duties will include: (1) Landfill Gas System: Engine Generator, Gas Collection System, Gas Treatment and Flare System, 2 miles gas pipeline. Plus, new regulatory issues associated with the pipeline and air permits for engine and flare at the landfill and (2) Environmentally: Title V Reporting (Quarterly, Semi-annually, and Annually), testing protocols and scheduling, Department of Energy reporting, NOX Cap and Trade Program, RICE MAT (Reciprocating Internal Combustion Engines – Maximum Achievable Control Technology Standard), Section 112J MACT , One Plan, NPDES (National Pollutant Discharge Elimination System) reporting and administration.
Education and Experience:
Utilities management within municipality and/or university/higher-education setting
Individual familiar with purchasing fuels and other similar commodities.
Essential Skills:
Bachelor’s degree in the engineering discipline related to the area of assignment and four years of related engineering experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Demonstrated experience in personnel supervision, project management from planning to implementation and hands-on budget management.
