    Summary You will serve as a PROGRAM ANALYST (COST ADVOCATE) in the Operations Department of PEARL HARBOR NSY AND IMF. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze. Responsibilities You will assist with conducting research and providing information/response for assignments. You will extract data and assist with analytical studies and assist in formulating solutions to improve project performance metrics. You will participate in meetings with project management team to discuss factual information relating to analytical findings and conclusions. You will conduct a variety of studies, related to project cost performance. These studies may require written reports, charts and graphs. You will provide supporting data to project management to make recommendations. Requirements Conditions of Employment Qualifications For the GS-07: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-5) or pay band in the federal service or equivalent experience in the private or public sector collecting extracting and analyzing financial data; formulating solutions to improve project performance metrics; discussing and presenting analytical project cost findings and performance. For the GS-05: :Your resume must demonstrate at least three years of general experience that includes one year of experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector assisting with collecting, extracting and analyzing financial data; assisting with identifying ways to resolve problems or improve productivity; discussing and presenting analytical project cost findings and performance. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: FOR THE GS-07 (or equivalent pay band): Your resume must demonstrate that you have successfully completed one full year of graduate level education -OR- You have successfully completed a bachelor's degree with superior academic achievement. FOR THE GS-05 (or equivalent pay band): Your resume must demonstrate that you have successfully completed a 4 year course of study leading to a bachelor's degree. If you are using education to meet all or part of the qualification requirements, you must submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.
