    JOB SUMMARY: Leads specialized categories in Sourcing. Develops and executes procurement strategies that are designed to maximize customer satisfaction and minimize cost for assigned complex categories(s). Develops and maintains effective working relationships with internal and external stakeholders. Managers the procurement division or category and vendor performance. May manage multiple categories. Directs subordinate supervisors and staff.

     

    DESCRIPTION OF DUTIES: Reviews and may create written requirements and/or specifications for sealed bids and proposals. Develops and maintains a working relationship with all internal customers. Research past purchases, analyzes market conditions, and maintains working knowledge of price indices and project estimates for future contractual requirements. Assists external suppliers and contractors. Research products and services to ensure quality, price control, and effective and efficient contracts.

    STATE MINIMUM QUALIFICATIONS:

    + Bachelor's degree in business or public administration or a related field from an accredited college or university AND seven (7) years of experience in purchasing/ contracts or procurement sourcing which includes Four (4) years of which as a manage

    + OR Two years of experience at lower level Mgr, Purchasing/ Inventory (FEM050) or position equivalent

    AGENCY MINIMUM QUALIFICATION:

    • Experience to include but not be limited to large scale contracting, complex service agreements, innovative contracting methodologies, processing of bids, request for quotations which result in contracts, requests for proposals, and/or request for qualifications.

    • Experience to include large scale contracting, complex service agreements and innovative contract methodologies, which must include processing of bids, request for quote, request for proposal, request for qualifications resulting in contracts.

    • Experience to include post award contracting documentation to include the creation and processing of novation, amendments, complex service agreements and innovative contract methodologies.

    • Demonstrated excellent communication skills and the ability to interact with others in a professional and courteous manner.

    • Demonstrated ability to reason and make sound, well-informed decisions; to apply innovative solutions in solving problems

    • Ability to research, gather and organize information into a presentable understandable format. Ability to manage multiple priorities and tasks.

    • Working level proficiency in Microsoft programs, specifically Excel

    • Ability to prepare written specifications for open market and contract procurements.

    • Displays high standards of ethical conduct and understands the impact of violating these standards on an organization, self, and others.

    AGENCY PREFERRED QUALIFICATIONS:

    • Completion of an undergraduate degree in business administration, accounting, public administration or related field at a four-year college or university

    • Purchasing experience in large scale governmental setting, especially within agencies/universities required to follow the requirements of the Georgia Procurement Manual.

    • Current Professional Buyer/Purchasing Certification (i.e. NIGP, CPPB, CPPO and/or Georgia Specific-GCPA and/or GCPM).

    • Knowledge and experience in PeopleSoft and Team Georgia Marketplace (TGM).

    • College degree with emphasis on logistics, or supply chain management

    • Experience in comprehensive and innovative procurement programs.

    • Experience may serve as a substitute for education on a year for year basis.

    IMPORTANT INFORMATION FOR ALL GDOT JOBS

    In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
