Summary This position is located in the Information Technology Branch (ITB), Office of Management (OM), National Institute of Mental Health (NIMH). The ITB is responsible for information technology resource planning and management, information systems and technology development and implementation. The incumbent serves as the Chief, Information Technology Branch and as the NIMH Chief Information Officer. Responsibilities The incumbent is responsible for the entire NIMH information technology infrastructure, including hardware, software, application development, networking, satellite communications and all other areas relating to the electronic support of NIMH programs. The incumbent establishes objectives and, in concert with affected NIMH components, budgets to facilitate the orderly and efficient capture, transport, storage, processing, and dissemination of information throughout NIMH. Directs the development and administration of a NIMH-wide IT acquisition program, including coordination of the purchase, lease or contracted provisions of equipment, software, IT goods and services. The branch provides ongoing guidance, advice, and works closely with NIMH Divisions and Offices to establish appropriate electronic systems and to provide the necessary infrastructure to support ongoing research and administrative activities. Requirements Conditions of Employment Qualifications You qualify at the GS-15 level, if you meet the following qualification requirements: IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess each of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. And You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks typically gained in the IT field or through performing IT related tasks such as: managing the design, development, and implementation, of IT systems, services, infrastructure, and scientific technologies to support biomedical research programs and administrative operations; providing guidance to senior management officials on IT plans, strategies, and resources; overseeing the design and implementation of IT systems, applications, and infrastructure; and providing supervision and direction to other staff.
