    Position Summary

    The Rehabilitation Area Manager serves as the Rehabilitation Area Manager. This position will not only service our diverse clients but also work to assist the agency in meeting their goals and spreading awareness about the agency. This position is responsible for providing leadership, daily supervision, planning, and assuring policy compliance for service delivery. This position will work with district staff to make sure they are providing effective and efficient services. This position requires excellent oral and written communication skills, creativity, problem-solving, evaluation of services, and time management skills without direct supervision. This position will serve as a representative of the recruitment organization and must be flexible, maintain a professional demeanor, and be able to empathize with all parties to create meaningful relationships with clients, the community, and business and industry. Travel within counties served is expected.

     

    This position requires on-site employment with no remote or hybrid options available.

    Preferred Qualifications

    + The formal education equivalent of a master's degree in rehabilitation counseling.

    + Licensed counselor in accordance with ACA 17-27-301 or certified as a Certified Vocational Rehabilitation Counselor in accordance with the Commission on Rehabilitation Counselor Certification.

    + Knowledge of state and federal laws, including WIOA, rules, transition processes and regulations governing social security disability and related laws.

    + Knowledge of departmental policies, procedures, and guidelines governing social security disability and other related policies.

    + Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; and psychological research methods.

    + Ability to analyze medical reports and apply complex eligibility criteria to ensure quality is maintained.

    + Ability to review, organize, and present oral and written information.

    + Ability to plan, develop, implement, and evaluate the effectiveness of social security disability programs, services and related programs.

    + Ability to communicate with diverse populations including people who have mental and physical disabilities.

    + Ability to interpret psychological/medical evaluation reports ; understand medical terminology; and analyze this information for the assessment and treatment of behavioral and affective disorders.

     

    Job Responsibilities and Expected Results

     

    + Supervise professional and administrative support staff by interviewing and recommending for hire, assigning, and reviewing work, training new employees, and evaluating the performance of incumbents.

    + Plan, implement, and direct service delivery and responsiveness and provides support and supervisions of case management and compliance.

    + Performs administrative duties, reporting, data collections, and fiscal management; and analyzes daily workloads and assignments.

    + Calculate program expenditures, review case records and reports, and communicate with staff and the general public.

    + Develop, interpret, and implement program policies, procedures, and projects, and evaluate program and/or service delivery effectiveness and compliance.

    + Serve as a team member for policy development and implementation of agency guidelines. Develop and maintain referral sources and community contacts.

    + Understand and remain compliant to policies and procedures.

    + Determine program or operating alternatives, advises on contract or grant development and special projects, and coordinates the exchange of information internally and externally.

    + Identify program and operating needs, prepare budget requests, monitor and approve expenditures and contracts, and prepare and present program or operating information, report, training, and/or proposals.

    + Maintain adequate rate of production in assigned area and required number of closures.

    + Monitor and document job market information, including local industry needs and vocational skill requirements for employment, and maintain confidential records.

    + Provide ARS representation on local WIOA Board.

    + Preserve the integrity of all employee and client information.

    + Perform other duties as assigned.

    Salary Range: $50,222.00 - $80,105.00

    Summary

    The Rehabilitation Area Manager is responsible for providing leadership, daily supervision, and planning and assures policy compliance for service delivery. This position is governed by state and federal laws and agency/institution policy.

     

    Functions

     

    Supervises a small to medium-sized professional and administrative support staff by interviewing and recommending for hire, assigning and reviewing work, training new employees, and evaluating the performance of incumbents. Plans, implements, and directs service delivery and responsiveness and provides support and supervision of case management and compliance. Performs administrative duties, reporting, data collections, and fiscal management and analyzes daily work loads and assignments. Calculates program expenditures, reviews case records and reports, and communicates with staff and the general public. Serves as a team member for policy development and implementation of agency guidelines Performs other duties as assigned.

Ability to plan, coordinate, and implement services. Ability to monitor and evaluate service quality. Ability to lead, develop, and manage personnel matters. Skills in personnel development and training.

    Minimum Qualifications

    The formal education equivalent of a bachelor's degree in public administration, business administration, or a related area; plus four years of experience in program organization and administration, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB-RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
