    Summary This position is located in the Reserve Fleets, Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). Responsibilities The Quality Assurance Specialist (Mechanical): Actively participates with supervision in the direction and overall supervision of the Fleet Quality Assurance programs with principal emphasis on the systematic prevention of defects and non-conformances, identification of unsatisfactory trends and conditions, and correction of factors which may contribute to defective services and items involving the accomplishment of all operational phases of the Reserve Fleet program. Inspects work in progress and upon completion to ensure the work was performed effectively and meets performance measure quality standards. Conducts pre-delivery and post-delivery condition surveys and prepares reports on ship conditions, manpower estimates, as well as material and equipment requirements for inclusion in annual budgets and work plans. Applies American Bureau of Shipping as well as US Coast Guard regulations to shipboard requirements, and ensures the applicable requirements are fulfilled. Ensures the appropriate requirements have been fulfilled or are identified in relation to the safe movement, anchoring and mooring of ships in the Reserve Fleet area. The ideal candidate should possess the skill set and ability to actively participates with supervision in the direction and overall supervision of the Fleet Quality Assurance programs with principal emphasis on the systematic prevention of defects and non-conformances, identification of unsatisfactory trends and conditions, and correction of factors which may contribute to defective services and items involving the accomplishment of all operational phases of the Reserve Fleet program. Requirements Conditions of Employment You must be a U.S.Citizen and eligible for consideration. You must meet specialized experience to qualify. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). PHYSICAL: If selected, you must be able to pass a pre-appointment physical. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience in preparing technical evaluation reports on rigging operations, as well as detailed instructions, specifications, and administrative reports. Experience developing, analyzing, and evaluating facts relative to unsatisfactory conditions or trends, and preparing documented reports of findings. Experience determining the characteristics, workings, and handling of shipboard cargo and weightlifting systems. To qualify for the GS-09 on Education alone: You must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Quality Assurance - Knowledge of the principles, methods, and tools of quality assurance and quality control used to ensure a product fulfills functional requirements and standards. Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
