    _*This position is eligible for telework to applicants who reside in Minnesota or in a bordering state to Minnesota and live 50-miles or less from the primary/principal work location. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time._

    The Opioid Prevention Naloxone Coordinator exists to provide leadership, direction, and coordination for the management of the Naloxone Portal, training and harm reduction initiatives across multiple program lines. This position will administer state and federal funds related to naloxone distribution, manage the DHS Naloxone Portal, and contribute to the direction and evaluation of the statewide naloxone saturation strategy and planning efforts.

     

    This position will also manage culturally specific harm reduction grants and contracts processes for harm reduction initiatives, overseeing pre-award, award, post-award, monitoring, and close-out phases in accordance with state and federal laws, regulations, and mandates. The coordinator will collaborate with internal teams, Tribal Nations, community leaders, and other stakeholders to ensure culturally specific needs are met effectively.

     

    The incumbent will partner on targeted activities, projects and outcomes with the Harm Reduction Policy Lead, the SOR Project Lead and other Behavioral Health Administration staff, staff from other DHS divisions and other state agencies. This includes providing technical assistance, consultation, and serving as liaison for harm reduction services within multi-cultural communities. The position reports directly to the Harm Reduction Team Supervisor.

    + Harm Reduction Community Engagement.

    + Naloxone Portal Administration.

    + Grant and Contract Management.

    + Budget and Financial Administration.

    Minimum Qualifications

    _To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held._

     

    Three (3) years of highly skilled experience working with a harm reduction program.

    Experience must clearly demonstrate:

    + Understanding of grant management processes, harm reduction principles, and cultural specificity within the context of public health and substance use disorder treatment.

    + Knowledge of naloxone administration and training best practices.

    + Expertise in program evaluation, budgeting, and the intricacies of government grants and contracts.

    + Working with tribal communities, low-income populations, rural residents, racial/ethnic minorities, and other groups disproportionately affected by substance use disorder.

     

    _*Bachelor’s degree in psychology, social work, education, public health, or other related fields may substitute for one (1) year of work experience._

     

    _**Master’s degree in psychology, social work, education, public health, or other related fields may substitute for two (2) year of work experience._

    Preferred Qualifications

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    + Project management skills and the ability to manage multiple complex projects simultaneously.

    + Ability to engage with and represent the needs of diverse populations to ensure the cultural appropriateness of programs and services.

    + Ability to resolve complex issues regarding grant administration and naloxone distribution by applying in-depth knowledge of regulations and policies.

    + Experience referring unprecedented cases to higher authority with a detailed analysis and preliminary recommendations.

    + Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
