Title: Senior Manager, Compliance
Program: Legal, Varick Headquarters
Salary Range: $90,000 - $100,000 per year
Overall Responsibilities:
The Senior Manager, Compliance is responsible for overseeing and implementing the organization's compliance program to ensure adherence to federal, state, and local regulations, particularly within federally qualified health centers (FQHCs), Article 28 clinics, mental health- and substance use disorder-focused programs (both residential and outpatient), and other human service programs. This role supports risk management initiatives, promotes ethical practices, and works closely with leadership to maintain regulatory compliance in healthcare and related human services.
The Senior Manager, Compliance reports to the Director of Legal Affairs and Compliance and collaborates with clinical and administrative teams to develop policies, conduct audits, and provide training on compliance matters.
This position plays a key role in maintaining regulatory compliance and mitigating legal and financial risks while supporting the organization’s mission to deliver high-quality healthcare and human services. The role requires a proactive approach to risk assessment, compliance training, and policy enforcement across all programs but with particular emphasis on healthcare programs.
Essential Duties and Responsibilities:
The essential duties of the Sr. Manager, Compliance include but are not limited to the following activities:
+ Compliance Program Management
+ Support the Director of Legal Affairs and Compliance in executing and enhancing the organization’s compliance program and assist in developing strategies to mitigate risks.
+ Ensure compliance with federal, state, and local healthcare regulations (e.g., HIPAA, Stark Law, Medicaid/Medicare, Part 2).
+ Ensure the organization’s compliance program meets FQHC and Article 28 standards.
+ Policy and Procedure Development
+ Develop, update and enforce compliance policies and procedures that align with HIPAA, Part 2, FQHC, Article 28 and other applicable standards and promote compliance with healthcare regulations.
+ Work with the Director of Legal Affairs and Compliance and department leadership to develop and implement policy management procedures to meet regulatory and programmatic requirements.
+ Auditing & Monitoring
+ Conduct reviews and internal audits related to billing, patient privacy, patient data access, clinical documentation, and operational procedures.
+ Assess and analyze contracts, subpoenas, authorizations, forms and other documents for compliance and privacy obligations, risks and issues.
+ Identify compliance and privacy risks and recommend corrective actions.
+ Track compliance issues and ensure timely resolution.
+ Training & Education
+ Develop and deliver ongoing compliance training for staff on topics including privacy, billing, ethics, and regulatory compliance.
+ Ensure employees understand their role in compliance efforts and have clear reporting channels for concerns.
+ Investigations & Reporting
+ Investigate and report on potential breaches of protected health information (PHI) or other violations, staff concerns, and regulatory issues.
+ Maintain a confidential reporting system for staff to raise compliance-related concerns.
+ Acting as the main contact for patient privacy inquiries and complaints.
+ Support compliance-related reporting to regulatory agencies as needed.
+ Regulatory Liaison & Compliance Updates
+ Stay updated on changing laws and regulations impacting agency programs such as FQHCs, Article 28 clinics, and substance use disorder-focused programs.
+ Coordinate audit responses, inspections, and compliance reporting for regulatory bodies (such as HRSA, OMIG, OASAS, OMH, and DOHMH).
+ Serve as a primary point of contact for compliance- and privacy-related inquiries within the organization.
Qualifications:
+ Bachelor’s degree in Healthcare Administration, Law, Public Health, Compliance, or a related field (Master’s preferred).
+ Certified in Healthcare Compliance (CHC) or similar certification preferred.
+ Minimum 5 years of compliance experience in a healthcare or human services setting (FQHC or Article 28 experience strongly preferred).
+ Strong knowledge of HIPAA, Medicaid/Medicare, Stark Law, Part 2, and healthcare regulatory standards.
+ Analytical Thinking: Ability to analyze complex regulatory issues, legal documents and healthcare data and recommend solutions.
+ Communication: Excellent verbal and written skills for a variety of audiences and purposes, such as formal reporting, staff training and interactions with regulators.
+ Ethical Judgment: High level of integrity and ethical judgment in handling sensitive issues and documents.
+ Attention to Detail: Strong ability to review and analyze complex documents and to track and document compliance activities.
+ Leadership & Collaboration: Ability to foster a culture of compliance throughout the organization and to work well with cross-functional teams
