Full Time (40 Hours) - Salary DOE
The Idaho State Public Defender (SPD) is a newly created state agency which provides trial representation to indigent criminal defendants pursuant to Idaho Code §§ 19-6005, 19-6009 (effective 10/1/24). The SPD is responsible for all indigent defense cases throughout the State of Idaho, including both juveniles and adults. The SPD values its employees and offers meaningful work that has a direct impact on citizens across the state. Additionally, the SPD is a qualifying employer for the purposes of the Public Service Loan Forgiveness Program (PSLF).
POSITION & RESPONSIBILITIES:
The primary purpose of this role is to provide strategic leadership, coordination and oversight for statewide Continuing Legal Education (CLE) training programs, professional development programs, and intern and extern and mentorship programs specifically designed for the State Public Defender (SPD) office. This includes ensuring these programs align with the Department’s overall goals and objectives. The position will oversee assigned operational areas, provide clear direction, and foster opportunities for cooperation, collaboration, and integration with key stakeholders with the SPD. Additionally, the role will involve managing both routine and special projects for the State Public Defender and Deputy Director, as well as performing related duties as needed.
+ Set direction for State Public Defender training program with statewide impact, establishing overall vision and priorities, developing supporting objectives, policies, and procedures.
+ Communicate expected outcomes with appropriate guidance and resources, and ensure program quality, integrity, and regulatory compliance.
+ Collaborate with stakeholders at all levels, developing necessary partnerships and mentor-ship.
+ Lead the planning and execution of large-scale conferences, workshops, and webinars—including logistics, budgeting, marketing, and post-event analysis—to foster professional learning networks consistent with SPD policies. Including organizing location, travel, transport, and catering.
+ Collaborate with executive leadership, program staff, and community partners to identify workforce development needs, create tailored learning solutions, and promote a culture of continuous improvement.
+ Develops training goals work plans, timelines, assignments and implementation; Apply data analytics to assess the effectiveness of training initiatives, making data-informed decisions to adjust strategy and improve program outcomes.
+ Identifies available resources and cultivate relationships with industry experts, educational institutions, and national associations to expand the scope and quality of training content.
+ Plans, arranges and prepares for meetings and events, including materials and audio/visual and meeting and travel logistics.
+ Regular and Special Projects strategy and direct oversight for projects for the State Public Defender, Deputy Director and General Counsel. Interacts with staff, agency leadership and stakeholders and works with the Communications Director to develop messaging and share information about training and relevant projects.
+ Partner with human resources and department leads to support recruitment strategies by integrating training pathways, internship programs, and talent identification efforts that attract and retain a diverse and qualified workforce.
Minimum Qualifications:
+ Six (6) years of experience with designing training curriculum and/or experience making oral legal presentations/ legal teaching.
+ Six (6) years of experience working in one or more of the following: agencies, private firms, organizations, attorneys, executives, experts, staff or others and the general public.
+ Good knowledge of written and verbal communication skills.
+ Experience using spreadsheet software as well as a document software (i.e. Microsoft Office 365, Survey Monkey) to perform data analysis and generate reports/documents.
Preferred Qualification :
+ Juris Doctorate and/or an advanced degree relevant to legal education development is/are preferred.
