Description

We are currently looking for a Property Manager with Housing experience. Will be responsible for the overall operations of an affordable housing community governed by the Low-Income Housing Tax Credit (LIHTC) program. This includes ensuring compliance with all federal, state, and local housing regulations, maintaining property profitability, managing daily operations, and ensuring a high standard of resident satisfaction.

Responsibilities:

LIHTC Compliance:

+ Ensure full compliance with LIHTC regulations, including eligibility, income verification, and recertification.

+ Maintain accurate and complete resident files and documentation.

+ Work with compliance specialists or auditors during file reviews and inspections.

+ Monitor unit leasing to ensure compliance with income set-aside requirements (e.g., 40/60, 20/50, or income averaging).

+ Submit required reports to housing authorities, investors, and regulatory agencies.

Operations & Financial Management:

+ Develop and manage operating budgets.

+ Ensure rent collection and follow-up on delinquencies.

+ Approve invoices and monitor property expenditures.

+ Prepare monthly financial reports and variance analyses.

Leasing & Marketing:

+ Market the property to maintain occupancy goals while adhering to affordability limits.

+ Screen and approve applicants in accordance with LIHTC rules and company policy.

+ Oversee lease renewals and move-ins/outs.

Maintenance & Property Appearance:

+ Coordinate property maintenance and repair activities.

+ Conduct regular property inspections to ensure safety and curb appeal.

+ Manage vendor contracts and ensure timely work completion.

Resident Relations:

+ Address resident concerns promptly and professionally.

+ Enforce community rules and lease provisions.

+ Organize community engagement activities when appropriate.

Team Leadership:

+ Supervise on-site staff including leasing agents, maintenance technicians, and janitorial workers.

+ Provide training and performance evaluations.

+ Foster a collaborative and respectful work environment.

Requirements

+ High school diploma or equivalent required; associate or bachelor’s degree preferred.

+ Minimum 2–3 years of experience managing LIHTC properties.

+ Strong knowledge of LIHTC compliance, Fair Housing, and HUD regulations.

+ Yardi, RealPage, or other property management software experience preferred.

+ Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), or similar credential preferred.

+ Excellent communication, organizational, and customer service skills.
