Position Title: Enroll Manhattan Project (EMP) Coordinator
FLSA Status: Non-exempt
Position Summary
The Enroll Manhattan Project Coordinator is responsible for day-to-day operation of one team of the Enroll Manhattan Program, with the goal of enrolling individuals, small businesses and small business employees living or working in Manhattan and Queens into health coverage programs in New York State.
The major duties of the position include, but are not limited to:
Project Management
+ Responsible for coordinating all the aspects of the Enroll Manhattan Project
People Management
+ Recruit, hire, train and supervise staff assigned to EMP project, to ensure both quality, quantity of work of staff.
+ Provide appraisal, disciplinary action when needed.
Direct Services
+ Provide in person health insurance enrollment services to individuals and small businesses in Manhattan and Queens
+ Educate and enroll individuals and small businesses into health insurance programs offered through the NYSOH.
+ Assist potential enrollees with grievances, complaints or questions regarding their health coverage or a determination related to their coverage.
Outreach
+ Supervise and strategize outreach activities into the community of Lower and Upper Manhattan, working closely with EMP Navigators
+ Promote Apicha services to target communities, other community-based organizations and other stakeholders
+ Represent APICHA to articulate mission and services provided.
Collaboration
+ Identify and establish collaboration with organizations for client recruitment and referral.
+ Work collaboratively with other staff within and in other departments.
+ Collaborate and coordinate staff training and client referrals with the subcontractor of Apicha CHC to carry out the program.
+ Report on training and collaboration with subcontractor.
Compliance
+ Implement program evaluation activities, such as monitoring conversion from inquiry to application, to eligibility, to enrollment
+ Draft internal and external reports and follow administrative requirements in a timely manner.
+ Actively participating for Continuous Quality Improvement activities.
+ Meet requirements set by funding sources and by the agency, including writing and submitting project reports and entering data.
+ Participate in phone conferences with program funder and report to Director of CHE; and create plans, per updates in phone conferences.
Education
+ Inform enrollees of their rights to appeal decisions on their eligibility and enrollment into insurance
+ Provide information in a fair and impartial manner which is culturally and linguistically appropriate, and disability accessible, for the populations being served under the Exchange, including individuals with limited English proficiency.
Qualifications:
+ Bachelor’s degree with a minimum of one year’s full-time work experience required.
+ High School or GED with 4 years of work experience, of social services, benefits enrollment, health care or case management, experience or Associate’s Degree with 2 years of work experience may be considered as equivalent experience.
+ Certification as a Navigator with the New York State of Health within one month of hire.
+ Familiarity with health insurance enrollment and insurance affordability programs is preferred.
+ Excellent written and verbal English communication and interpersonal skills required.
+ Fluency in one or more A&PI languages or Spanish preferred.
+ Ability to work flexible hours including late night and weekends required.
+ Ability to manage and prioritize multiple tasks in multi-disciplinary environment required
+ Creative, independent team player capable of working within an organizational structure required
+ Ability to use common office software: Microsoft Word, Excel, and Powerpoint required.
