Position Description
The Medical and Vital Records Management/Local Registrar oversees all ongoing activities related to the development, implementation, maintenance of, and adherence to MPHD’s policies and procedures covering all records-related matters including the privacy of, and access to, patient health information in compliance with federal and state laws; access to MPHD’s public records, issuance of Tennessee vital records, and the retention, reproduction, and destruction of all MPHD records.
The Medical and Vital Records Management/Local Registrar is responsible for the following areas of focus in the Records Management Division: vital records, release of information, and archiving/ scanning. These services are carried out by overseeing two separate work teams within the Records Management Division:
+ Vital Records 5 FTEs (Front Office Team)
+ Archive/ Records ROI 4 FTEs (Back Office Team)
Typical Duties
+ Serves as the Local Registrar for the Davidson County Metro Public Department, responsible for all Vital Records functions such as: ensuring compliance with TCA laws and State Department of Health policies for issuances, homebirths, and voluntary acknowledgement of paternity, and other applicable affidavits
+ Serves as the Records Custodian for MPHD, which includes certifying records, serving as the public records coordinator, processing records responsive to public record requests, (PRR), and ensuring compliance with the Tennessee Public Records Act (TPRA).
+ Serves as the Director of the Records Management Division and supervises the staff of the division.
+ Works cooperatively with the Metro Legal Department, MPHD Information Systems Division, MPHD’s HIPAA Privacy and Security Officers, and other applicable organization units in and individuals overseeing patient rights to inspect, amend, and restrict access to protected health information when appropriate.
+ Cooperates with the Office of Civil Rights, other legal entities, and organization officers in any compliance reviews or investigations.
+ Works with the ELT, legal counsel, MPHD’s HIPAA Privacy and Security Officers and other related parties to represent MPHD’s information privacy interests with external parties (state or local government bodies).
+ Responsible for implementing quality improvement activities, process review and revision.
+ Serves as a resident Notary for the MPHD
Minimum Qualifications
Graduation from an accredited college or university and four (3) years of progressively responsible full-time paid employment in a related field required. Three (2) years must have been in a public administration/supervisory capacity. Completed graduate degree in a directly related field may be substituted for one (1) year of the required experience. Demonstrated success as a manager, administrator, and team builder required.
Preferred Experience, Knowledge, Skills, and Abilities
+ Master’s or doctoral degree in public health, public administration, business or other appropriate health related field.
+ Five (5) years of progressive experience in health care administration.
+ Knowledge and experience in information privacy laws, access, release of information, and release control technologies.
+ Knowledge in and the ability to apply the principles of health information management, project management, and change management.
