POSITION DESCRIPTION
The City of Rochester welcomes applications for:
Sanitary Collection Systems Supervisor
The City of Rochester, MN Public Works Department operates and maintains the infrastructure required to convey and treat the City of Rochester's wastewater at the Water Reclamation Plant. Crews work 24 hours a day, 365 days a year, to ensure wastewater is conveyed from customers home or business connection in the street to the Water Reclamation Plant. Clean, reclaimed water is then discharged to the Zumbro River. Efficient operations of the collection system and treatment plant help make Rochester a leading service provider.

Nature of Work
The Sanitary Collection Systems Supervisor is a supervisory and technical position engaged in the planning, construction, maintenance, and logistics related to the sanitary sewer system. Typical job duties may include, but are not limited to: leading, managing and directing the work of assigned employees; serving as the City's sanitary system subject-matter expert; coordinating the efforts of external consultants and City employees/departments performing sanitary system work through effective communication, budget management, and project planning; and working effectively as part of the Water Reclamation Plant leadership team.
Starting salary $99,041 to $116,519, with advancement to $145,648.

DUTIES AND RESPONSIBILITIES
*Lead, manage and direct the work of assigned employees.
+ Oversee and coordinate the work for employees assigned to perform operational and maintenance work on the sanitary system.
+ Supervise employees through assigning work, evaluating work performance, mutually setting goals and objectives, training, and adhering to rules, regulation and contracts as they pertain to assigned employees.
+ Participate in recruitment, hiring, and orientation processes for new employees.
+ Ensure that employee conduct is in compliance with departmental and City policies and procedures. Collaborate with the division manager and human resources to resolve employment issues.
+ Conduct regular team meetings to facilitate information sharing, seek employee input, and provide employee training.
+ Provide performance management feedback to assigned employees; including developing work performance plans, career development plans and training and mentoring programs.
+ Manage the sanitary sewer GIS data collection and work with GIS staff to insure data collection and system updated are completed.
+ Manage the sanitary collection system flow monitoring system and programs.
*Serve as the City's sanitary system subject-matter expert.
+ Recommend maintenance and repair project programming and phasing, needs assessment, and varying repairs to key decision makers.
+ Develop standard operating procedures for employees; train employees on proper procedures when completing sanitary system work.
+ Attend meetings related to the sanitary system; provide recommendations and make decisions as appropriate.
+ Respond to customer inquiries/complaints regarding the sanitary system.
*Coordinate the efforts of external consultants and City employees/departments performing sanitary system work through effective communication, budget management, and project planning.
+ Coordinate interfacing between consultants, sanitary system employees, and engineering division employees as it relates to completing sanitary system work efficiently, accurately, and within budget.
+ Work collaboratively with City staff to identify work needs; assign/perform work tasks for the betterment of the sanitary system.
+ Manage the operating budget; work with City staff to plan capital improvement projects.
+ Evaluate work being performed by consultants and work to minimize consultant fees when appropriate.
Perform other duties as assigned or necessary.
*ESSENTIAL FUNCTIONS
MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's degree in engineering or a related scientific field and at least four years of experience in the design or the operations and maintenance of municipal sanitary or storm sewer systems.
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may also be considered.
Licenses and/or Certifications
Valid driver's license
An individual selected for this position who does not possess the additional licensure/certification requirements at the time of hire must achieve these requirements within the specified timelines below as a condition of continued employment.
Within one year of hire
+ Minnesota Class C Sewer System Operator licensure
Within four years of hire
+ Minnesota Class A Sewer System Operator licensure
Desirable Qualifications
Proficiency in the use of GraniteXP and Elements maintenance software
Proficiency with NASSCO standards
Experience conducting safety training
Experience with Infiltration and Inflow reduction programs
Licensure as a Professional Engineer

Knowledge of: sanitary sewer systems and varying components; assessing piping and structure conditions and estimating time/cost to correct defects; occupational safety and health standards, rules, and regulations; and principles of supervision, budget and human resources.
Skill in: directing and coordinating multiple work activities simultaneously; oral and written communication; public relations and conflict management; independent problem solving; developing and maintaining positive working relationships; effectively teaching, leading and directing the work of others; organizing projects and schedules; presenting complex material in an understandable manner; and interpreting rules and regulations.
