    Description of Work Unit

    The Center for Management of Military Lands ( CEMML ) is a research, education and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

    Position Summary

    Position is a Subject Matter Expert in natural resources as they relate to range management. Individual works at the Pentagon in Washington DC. The Natural Resources-Range Management Specialist will provide technical support to the Secretary of the Air Force for operational, environmental, and natural resources issues related to the development of Environmental Impact Statements and Case Files. They provide technical assistant to review EIS implementation strategies for improved Draft EIS language to ensure the general public’s understanding of noise impacts.

     

    The Specialist will provide review and analysis of installation, airspace, range encroachment issues (such as Indian reservation fly-overs), and other operational developmental and sustainment subject areas related to airspace utilization and their effect on natural and historical resources. They will provide technical assistance to sustain military readiness through cooperative and compatible planning and development of airspace, military training routes, military operating areas, and land uses below military used airspace.

     

    They will provide technical expertise and support for implementation of Mission Sustainment Risk Reports (MSRRs) for Air Force mission objectives, Air Force Infrastructure Investment Strategy (I2S) imparities and lines of effort, execution of Readiness and Environmental Protection Integration ( REPI ) projects near an installation or military operating areas, and other areas of support to the Deputy Assistant Secretary of the Air Force for Installations ( SAF / IEI ), HQ AF Branch ( and/or AF/A4C), AFCEC and multi-lateral team members in matters related to natural and cultural resources environmental quality, environmental compliance and standardization.

     

    This position may be eligible for hybrid in-office/remote work, dependent on sponsor approval.

    Required Job Qualifications

    + Applicants must have a degree in Environmental Science, Biology, Archaeology, Anthropology or a related field plus 10 years of experience providing NEPA support.

    + Must have 5 years of experience supporting Department of Defense programs, preparing briefings and developing policy.

    + Prior experience providing technical assistance to airspace utilization, noise impact analysis, range management, and other compatibility planning issues

    + Must be able to pass the background for a Common Access Card ( CAC ) and other levels of clearance as required.

    + The successful candidate must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

    + The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

    Preferred Job Qualifications

    + Specific experience with Air Force environmental policies, guidance and instructions preferred.

    + Prior experience writing fact sheets and briefings to Senate and House Armed Services Committee members, professional staff and military liaisons is a plus.

    + Current Secret clearance or clearance within the last 10 years is beneficial.

Prepare reports and briefings, and assist with briefings and presentations to Senate and House Armed Services Committee members, professional staff, and military liaisons; Provide technical expertise to DoD staff in the development of strategic planning, policy documents, and reports impacting the Air Force and Services.     Provide technical expertise to DoD staff in the development of strategic planning, policy documents, and reports impacting the Air Force and Services. Provide technical expertise at meetings including DoD committees and HQ AF panels. Providing tertiary support to the AFCEC government staff on tasks within this SOO for the Strategic Basing Group and Executive Steering Group to ensure understanding of natural resources conservation concerns and cultural resource implications; Providing technical expertise in NEPA , geospatial mapping data, air quality management, and noise analysis with regard to installation, airspace, natural resource (endangered species populations and habitats), and cultural resources management; Providing support to Government staff implementing the Air Force Infrastructure Investment Strategy (I2S) imparities and lines of effort while ensuring appropriate integration of SAF / IEI (Installation Planning, Mission Sustainment, Strategic Basing, NEPA , etc.) mission, goals and objectives; Provide technical expertise for program implementation of Mission Sustainment Risk Reports (MSRRs) to establish an Air Force prioritized list of encroachment hazards and risks to mission sustainment, prioritized mission sustainment controls, and assessments of mission sustainment resource requirements in support of natural/cultural resources and climate; Provide support for implementation and utilization of the MSRR tool to prioritize and execute Readiness and Environmental Protection Integration ( REPI ) projects near an installation or military operating area. This includes strategic land acquisition and landscape scale partnerships with local governments in support of natural/cultural resources and to address climate challenges; Providing subject matter expertise and technical assistance to the Deputy Assistant Secretary of the Air Force for Installations ( SAF / IEI ), HQ AF Branch ( and/or AF/A4C), AFCEC and multi-lateral team members in matters related to natural and cultural resources environmental quality, environmental compliance and standardization.
