Summary You will serve as a SUPERVISORY FACILITY SUPPORT CONTRACTS (FCS) PLC in the FSC PRODUCT LINE, PUBLIC WORKS BUSINESS LINE of NAVAL FACILITIES ENG COMMAND HAWAII A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary. COLA is subject to change at any time. Responsibilities You will manage, supervise, direct, and mentor a cross-functional, multidisciplinary execution team. You will be accountable for the effective/efficient leadership/management and control of the FSC product line for their Facilities Engineering Commands (FEC). You will interface with contractors, department directors, customers, and other government representatives regarding the FSC product line. You will participate in the development of policy and guidance for effective management and execution of the FSC program. You will serve as a member of the Screening and Acquisition Strategy Boards and participate in the Source Selection Process associated with contract awards. You will direct/conduct cost comparison/benefit studies of current or projected programs for specific FSC related projects. You will analyze, evaluate, and review procurement programs and issues. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Marketing acquisition services to internal and external agency customers, industry and commerce; 2) Providing advisory services regarding the business, financial or legal aspects of FSC; 3) Providing assistance, consultation and overall regional integration of FSC policies, processes, practices and program management directives for the FSC business line; 4) Performing continuous appraisal of utilization of fiscal resources in accomplishing program objectives and goals; and 5) Analyzes, evaluates and reviews procurement programs and issues.
