The Local Government Climate Solutions team is a section at CEO that supports local action toward meeting Colorado’s greenhouse gas reduction targets. The team’s portfolio includes the management of the $129 million (M) Colorado Pollution Reduction Grant (CPRG) including coordination with federal leads from EPA, other agencies and sections with whom the Local Government and Climate Solutions team must coordinate to complete and integrate their work and the direct coordination of the $50M Local Implementation, Mitigation and Policy Action Accelerator (Local IMPACT) Accelerator grant program. The Accelerator focuses on policy advancements in four key areas aimed at reducing climate emissions: buildings, land use, transportation and waste. Beyond CPRG and the Accelerator, the section manages the Energy Efficiency Conservation Block Grant program, the Solar APPs program, the Electric Vehicle (EV) Permitting initiative, the Sustainable Rebuild program, and other evolving internal and external support roles.

Description of Job
Starting Salary Range: $95,000.10 - $110,000.02 Annually
*This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.
CEO currently has an opportunity for an Associate Director (AD) on the Local Government and Climate Solutions team. The Associate Director will work closely with the section director ensuring the strategic management of all existing and and future section initiatives and programs. The AD will be a key leader on the team, supporting the Director in hiring and management of staff, strategic planning and budgeting, and interfacing with other CEO units. There are several key areas of focus for AD including supporting the Accelerator launch, managing vendors, overseeing Interagency Agreements, managing grant awards, ensuring all programs are effectively managed, and complying with state and federal procurement rules and reporting requirements. An ideal candidate will have experience or knowledge of program development, working with local governments, and local climate policy. The ideal candidate will also have the ability to lead interagency teams, CEO interns and staff, lead policy work with the legislature and experience working with senior managers. This position requires a strong experience with administrative support as it comes to developing budgets including grant and program specific as well as overall team budget, tracking data, performing research, developing plans, developing scopes of work, processing invoices and maintaining multiple timelines. This position also requires a strong sense of political and interpersonal savvy with a commitment to thoughtful leadership. They will be passionate about addressing the most challenging climate and energy issues and have experience working with a variety of stakeholders and managing competing policy and programmatic objectives. Funding for the position is tied to the federal grant which has a period of performance of four years but the position could extend beyond this timeframe.
Responsibilities:
Under the general supervision of the section Director, the AD will have duties in the following areas:
Leadership, Supervisory Role
+ Support the Director and serve as a thought partner on program direction, operations, systems, people, and multi-year program strategy through positive and productive communication, adaptation, recommendations, and problem-solving.
+ Hire, coach, mentor, empower, and develop local Government and Climate Solutions team members, including leading performance planning and providing professional growth opportunities for 3 existing staff and the potential for additional staff to be brought on board. There will be no direct reports assigned to this person initially but long-term there may be opportunities for direct reports as the team grows and any required training has been taken.
+ Provide broad support to the larger agency by supporting strategic initiatives, cross-section coordination, internal process improvement, program tracking and coordination, etc.
+ Positively represent CEO at interagency meetings, at legislative hearings or other public facing events where information, data or process may need to be publicly presented.
+ Support meetings, develop agendas, schedule retreats, identify training opportunities, and provide general project management .
Strategic Planning, Budget Management and Oversight
+ Work with the Director to lead annual strategic planning efforts, including funding requests, workplans, and strategies, and program evaluations.
+ Assist the section Director in managing budget, maximizing resources, meeting with budget staff regularly, and flagging any significant changes, overseeing budgets, managing procurement processes and contracting efforts.
+ Support team’s activities on Salesforce and/or other platforms.
+ Lead quarterly, semi-annual, and annual federal reporting requirements for federal grant management as well as managing related state tracking and reporting processes for the section.
+ Develop new staff/budget proposals in response to legislative requests to identify impacts.
Program Planning and Collaboration
+ Support the main program objective of launching the Accelerator program to drive transformative policy adoption in local governments to support emissions reductions goals of the CPRG program including working with interagency and interagency teams.
+ Support grant management for other CEO local government grant programs such as EECBG, Solar Apps, EV Permitting, and the Sustainable Rebuild/Marshall Fire rebate program
+ Lead activities including procurement and contract administration for program vendors, and formal and informal partner relationships needed for successful implementation.
+ Drive collaboration with local governments by coordinating with CEO’s Communications and Engagement team, developing communications strategies, leading stakeholder presentations, facilitating cohort workshops, and providing other outreach and support.
+ Work with CEO’s Operations team to develop a process to ensure program compliance with federal grant requirements including income eligibility, Build America Buy America, Davis-Bacon and required reporting, Historic Preservation, Colorado Revised Statutes, CEO policies and procedures, and the Governor’s office employee handbook.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
+ Four years of professional experience; or a bachelor’s degree in a related field (public administration, environmental science, sustainability, etc.) and 2 years of professional experience in a related field.
+ Three years of experience developing, managing, and refining programs that work with local governments.
+ Experience and demonstrated knowledge of team leadership.
+ Experience prioritizing multiple goals, deadlines and opportunities in a fast-paced environment.
+ Experience building collaborative and proactive problem-solving approaches and a dedication to continuous improvement.
+ Understands greenhouse gas emissions reductions as it relates to climate mitigation
+ Understanding of renewable energy, technologies, planning and/or permitting process as it relates to the building, waste, land use, transportation, and solar initiatives.
+ Knowledgeable and passionate about energy and climate related issues.
+ Strong attention to detail and follow through to drive projects over the finish line.
+ Strong time management and organization skills.
+ Strong written, oral, and presentation communication skills.
+ Comfort and flexibility with ambiguity, change and willingness to take on assignments as needed.
Preferred Qualifications
+ Experience working with local governments on policy development and/or implementation.
+ Experience working with federal grants and procuring and managing vendors.
+ Experience presenting complicated or technical materials in plain language.
+ Experience leading interagency and interagency initiatives.
+ Experience working with the State of Colorado’s grant and procurement processes.
+ Experience working with Federal Grants and EPA grants involving quality assurance in particular.
+ Experience helping lead teams and support leadership without formal authority.
+ Experience working with political organizations, elected officials and legislators.
