Hiring Pay Rate
While a salary range is posted for this position, any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state service as compared to others doing substantially similar work. Description of Job
*This is a term-limited position with an anticipated end date of 6/30/2027. This position is eligible for full benefits.*
The term-limited Data Management III provides analytical support to DPA’s Department of Human Resources Labor Relations Leadership and statewide agency and institution representatives. This position is responsible for primarily carrying out a long-term data solution project related to Labor Relations data collection and data management. It will also perform limited monthly data management functions as well as data validation and process modifications resulting from the upcoming rollout of the new State payroll system, under the direction of the Analytics Supervisor.
The position is responsible for obtaining, checking, preparing, understanding, and populating statewide data from multiple sources into existing databases and reports. The position will create, implement, and maintain improvements to monthly data processes, leveraging experience gained by performing the assigned routine data tasks. This position may create new and/or maintain existing databases and is responsible for documentation of the processes it performs.
HR Analytics Process Improvements:
As directed, participate in approved quality and operation improvement projects that impact the DHR Labor Relations. This includes developing approaches and creating meaningful project plans with a clearly stated purpose and scope with specified milestones, schedules, and deliverables. This position will also anticipate issues and identify risk characteristics on complex technical issues that impact DHR systems and policies. Involved in pulling data, researching information and advising others using that information with respect to labor relations issues, negotiation, etc.
In support of approved projects, the position will establish methodologies, analyze data, evaluate trends, and develop options for improvements. The position is responsible for designing new processes and improving existing processes, as well as maintaining applicable process documentation. Working closely and in collaboration with the direct supervisor, this position will assist in identifying, implementing, and maintaining improved data collection systems, updating source data extracts, and updating reporting warehouse capabilities which will require effective communication and coordination with the State of Colorado’s Office of Information Technology.
Data Management:
Develop a deep understanding of the statewide data resources utilized by the unit including, but not limited to the State of Colorado’s central payroll system and reporting warehouse, BenefitSolver, and other internally maintained databases and data files. Use knowledge of various data, along with Microsoft Access and Excel to integrate different data sets into useful information. Determine the types of queries and ways of combining queries to accurately and efficiently obtain the information necessary to best address the data need.
Performs project-based work as well as monthly, quarterly, and ad-hoc functions. This position will also participate in the upcoming rollout of the new State payroll system acting as a data integrity expert performing quality checks and updating procedures to accommodate changes.

MINIMUM QUALIFICATIONS:
Experience Only:
At least six (6) years of relevant experience in data management and analytics
OR
Education and Experience:
At least a Bachelor's degree from an accredited institution in Mathematics, Statistical Analysis, Economics, Finance, or Business/Public Administration, or a closely related field of study related to the work assignment AND at least two years of experience in data management and analytics or additional appropriate education will substitute for the required experience on a year-for-year basis.
The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
+ Previous State Service related to the work assigned to the position
+ Proficient in Microsoft Excel and Microsoft Access with the ability to use these tools in combination to manage and present data.
+ Ability to use Microsoft Excel, including Power Query, to manage and transform data.
+ Ability to design and use Microsoft Access queries to obtain, summarize, manage, and extract data.
Conditions of Employment:
