The mission of the Colorado Energy Office (CEO) is to reduce greenhouse gas emissions and consumer energy costs by advancing clean energy, energy efficiency, and zero emission vehicles to benefit all Coloradans. The Local Government Climate Solutions team is a section at CEO that supports local action toward meeting Colorado’s greenhouse gas reduction targets. The team’s portfolio includes several existing programs, with a present focus on launching a new $50 million grant program. The Local Implementation, Mitigation, and Policy Action (Local IMPACT) Accelerator grant program is funded through the EPA’s Climate Pollution Reduction Program. The Accelerator will fund local policy adoption (and related action) in four categories: Buildings, Land Use, Transportation, Waste. This position is one of several grant program managers, each supporting the Accelerator with grant management, program development and policy area expertise. Specific knowledge of transportation and land use policies and actions, especially those that support emissions reductions, is beneficial and preferred. Funding for the position is tied to the federal grant which has a period of performance of approximately four years from the date of hire, through October 2029.
The expectations for local government climate action in Colorado and nationally are high, and the ideal candidates for this position would have experience launching new programming and managing grants. Given the nature of the Accelerator program, candidates should also have experience using data and participant feedback to refine programming for maximum impact. Finally, since program managers will work closely with local governments and other stakeholders, experience working with a variety of stakeholders and managing competing policy and programmatic objectives is highly desirable. Description of Job
Starting Salary Range: $70,000.06 - $80,000.18 Annually
*This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.
Under the general supervision of the section Director the program manager will:
+ Administer grants by setting monthly meetings, reviewing and approving invoices and project deliverables, ensuring successful completion of projects, and managing project close-out.
+ Assist in evaluating grant proposals, making awards and preparing Accelerator scopes of work for applicants/local governments and coordinating with procurement teams on contracting.
+ Work with the Local Government Team and Accelerator’s technical vendor to track data, report progress, and other activities related to policy adoption and project implementation.
+ Provide general knowledge of local government program design related to all four areas of the accelerator with an emphasis on supporting the transportation and land use sectors.
+ Serve as a resource for communities who have been awarded Accelerator grants to help support their local policy adoption efforts.
+ Work with section staff, other CEO teams and other state agencies, to coordinate program efforts, develop knowledge of other programs, and establish strong partner relationships.
+ Support outreach and education efforts for local governments including providing technical assistance materials, traveling to presentations, facilitating meetings, making documents accessible and coordinating with communications teams.
+ Regularly review quantitative and qualitative data including program milestones and grantee feedback, evaluate program outcomes, and documenting grant progress.
+ Ensure compliance with federal grant terms and conditions, Build America Buy America (BABA), Davis-Bacon and Related Acts (DBRA), as well as with EPA’s Quality Assurance (QA) program.
+ Comply with state grant requirements including and related following Colorado Revised Statutes, CEO policies and procedures, and the Governor’s office employee handbook.
+ Balance work, grow skills and learn CEO’s processes by supporting the section on related grants, reimbursements, cohort discussions and state legislation.
+ Serves as program manager generally with applied focus on transportation and land use.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
+ Three years of professional experience; or a bachelor’s degree in a related field (public administration, political science, environmental science, engineering, sustainability, or similar field) and at least two years of professional experience developing, managing, and refining programs that work with local governments.
+ Understands local government policy adoption processes.
+ Understands greenhouse gas emissions reductions as it relates to building, waste, and land use, transportation, and waste sectors.
+ Has general knowledge of transportation and land use policies.
+ Has general knowledge of grant management practices at the local, state or federal level.
+ Strong time management and organizational skills.
+ Strong written, oral, and presentation communication skills.
+ Team player with excellent interpersonal, listening, and diplomacy skills to build positive relationships.
Preferred Qualifications:
+ Experience in transportation and land use.
+ Experience working with local governments on policy.
+ Experience presenting to diverse groups to explain complex topics in plain language.
+ Experience working with grant programs and grant processes (meetings, tracking, reporting, etc).
+ Experience with administrative support related to developing scopes of work and contracting.
+ Experience working with the State of Colorado and/or federal government.
+ Experience working on climate adaptation and mitigation efforts with cities.
+ Commitment to collaboration, being flexible and jumping in where needed.
