The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. Description of Job
The Department of Local Affairs (DOLA) is seeking out a strong leader for the Division Director, Division of Housing (https://doh.colorado.gov/) . As part of the Executive Leadership team, this position leads in a critical role to expanding access to affordable housing and ensuring that all Coloradans have a safe and stable place to call home. This position is responsible for assessing the performance of programs and ensuring their effectiveness while shaping and executing the strategy to expand affordable housing across Colorado. Key responsibilities include strategic planning and program management; fiscal oversight and budget management; leadership for a large and diverse team; stakeholder engagement and partnership development; and demonstrating an understanding of national and state housing issues that affect departmental stakeholders and Coloradans.
The primary duties and responsibilities of this position include, but are not limited to:
+ As a member of the Executive Management Team, collaborate with team members to further the department mission, vision and values and fulfill the strategic goals of the department. This position provides policy information and guidance to the Executive Director on a variety of housing programs that includes financial incentives, division budgets, regulatory decisions, and legislation.
+ Providing leadership and management to a wide range of programs and resources, including federal and state grants, rental assistance, homelessness response initiatives, supportive housing services, and manufactured housing oversight.
+ Lead a team of almost 200 policy experts, grant managers, and program administrators who work in partnership with local governments, nonprofits, housing authorities, developers, and community members.
+ Advocate for affordable housing in Colorado while building effective partnerships to secure funding, coordinate service delivery and ensure policies meet the practical needs of communities throughout Colorado.
+ Serve as the liaison to the State Housing Board in the development of State Housing Board meeting agenda and materials for evaluation by the Board; developing recommendations to be presented to the State Housing Board and Executive Director of the Department on such issues as building codes, grant and loan applications received and foreclosure prevention activities; forecasting trends in the realm of housing and makes recommendations to Executive Director and the State Housing Board action plans, policies, and programs to respond to the changing markets and household needs.
+ Serve as the principal advocate and subject matter expert for affordable housing within state government, which includes public speaking on this and related issues such as foreclosure prevention, affordable housing financing, rental assistance, homelessness, and disaster recovery.
+ Fiscal management and oversight of the division’s state and federal funding programs. Analyze program utilization and work with program managers to determine if requests for Decision Items or Emergency Supplemental Requests are made.
+ Oversee fiscal notes in response to proposed new legislation to ensure that fiscal impacts are considered in all budget and bill allocations.
+ Appoint or delegate appointment of committee members to the Technical Advisory Committee (TAC) that advises on the drafting and promulgation of residential and non-residential rules for factory-built structures, fulfilling statutory requirements.
+ Contribute to the Affordable Housing Advisory Committee on discussions and initiatives that shape housing finance policies and enhance affordable housing strategies.
+ Hold a statutory seat on the Middle Income Housing Authority (MIHA) Board, established by Colorado legislation (SB22-232, amended by SB23-035), to set policies, approve financing mechanisms and oversee strategy of operations in support of development of affordable rental housing projects for the middle-income workforce.

MINIMUM QUALIFICATIONS
Experience Only: Ten (10) years of progressively responsible, professional management experience in federal and state housing assistance programs, federal and/or state financial management, real estate/mortgage banking or lending specific to affordable housing, real estate development, or consulting regarding low income housing assistance or development.
Experience must include:
+ at least two years supervision of a professional level staff and
+ two years of professional public or business administration experience which included establishing goals and objectives and developing and managing a budget to achieve program goals and objectives.
OR
Education and Experience: A combination of related education in business management, public administration or a closely related field (as determined by the agency) AND experience as described above equal to ten (10) years.

Conditions of Employment
+ Pre-employment criminal background checks will be conducted as part of the selection process.
+ MUST have a valid, unrestricted Colorado drivers license with a safe driving record. A safe driving record requires the following:
+ No convictions within the last seven (7) years for Reckless driving; Vehicular manslaughter; Driving under the influence (DUI); Two (2) or more driving while ability impaired (DWAI) convictions; One (1) conviction related to bodily injury or death to another person as described in C.R.S. 42-4-239. Eluding the police; or Street racing.
+ No convictions within the last five (5) years for: Three (3) or more careless driving convictions; or Speeding 20 mph over the speed limit. Two (2) convictions related to distracted driving or use of a mobile electronic device as described in C.R.S. 42-4-239.
+ No convictions within the last three (3) years for: Three (3) or more moving violations with a total of more than seven (7) points assessed on the license; or Suspension or revocation of driver license (unless for unpaid child support or other suspension not related to a moving violation).
+ No requirement of a breath monitoring device, also known as Interlock, to operate a motor vehicle.
