Summary You will serve as a Manager in the Electromagnetic Warfare and S&T Division (WXV), Spectrum Warfare Dept (WX) of NAVAL SURFACE WARFARE CENTER. The ND-05 pay band encompasses positions equivalent to the GS-14/15. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. Responsibilities You will be responsible for overall effectiveness, efficiency, and productivity and for the development and implementation of Division policies/procedures. You will provide research and development, test and evaluation and systems engineering expertise to develop, assess, and evaluate cutting edge Electromagnetic Spectrum (EMS) technologies and capabilities. You will provide leadership for futuristic EMS Operations concepts, technologies and capabilities to Combatant Commands, OUSD R and E, OPNAV, and Research Labs. You will serve as trusted transition facilitator to both research labs (DARPA/ONR) and program offices. You will serve a trusted agent to streamline technical acceleration through experimentation venues and technical experimentation leadership for S and T, Research Labs (DARPA, ONR, AFRL). You will provide EW expertise required to design and build electromagnetic environment concepts and equipment to capture real-world data, which is utilized for development and maturation of cognitive EMS technologies. You will provide management and oversight for assigned Government employees. You will establish and track personnel expectations, provide and maintain personnel training requirements, manage and approve all administrative duties as it pertains to timekeeping and ERP. You will develop and maintain long/short-term planning for funding, human resources, facilities and equipment. You will develop funding schedules that support current and future infrastructure and plans for growth. You will anticipate and analyze risks to resources, products, programs and processes and implement effective control measures. You will provide employees continuous creative ideas to meet and exceed customer needs. You will identify resources and manage future growth. You will develop continuous process improvements to meet or exceed customer expectations. You will develop procedures to improve the quality of services, products and processes for customers. You will design and implement programs that support US Naval and Joint Force mission requirements and formulate goals, plans and methods of evaluations. You will develop and orchestrate the continuous growth of the Department and Command Strategic Priorities. You will research and prepare reports, correspondence, and procurement documents. You will analyze, research and promote game changing innovation for advancing EMS and non-kinetic/kinetic integration to current and future missions. You will approve leave, recommend discipline, awards, promotions and other personnel actions; resolve employee complaints; and hear serious problems including those where disciplinary action is proposed. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist researching and analyzing programs or operations requirements to develop, plan and execute schedules, milestones and deliverables to improve efficiency and execution of command operations. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For the 1301, General Physical Science Series: Successful completion of a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR A combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. For the 1515, Operations Research Series: Successful completion of a bachelor's or higher degree in operations research. OR Successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus. For the 1550, Computer Science Series: Successful completion of a bachelor's degree or higher in computer science. OR Successful completion of a bachelor's or higher degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of my 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
