SAFETY AND TRAINING MANAGER

GENERAL SUMMARY
Manages the comprehensive safety and security program for CityLink and ensures compliance with federal, state, and local regulations and company policy. Assists the General Manager in the implementation and execution of safety program requirements and development of appropriate local safety initiatives for accident and injury prevention. Responsible for continuous leadership and training of operator candidates, promoting strong leadership, and influencing positive employee morale throughout CityLink. The Safety & Security Supervisor collaborates with various departments to promote safety awareness, conduct training sessions, ensure compliance with relevant regulations, and oversee the overall safety management function including risk assessment, training, incident investigations, safety awareness, and claims handling.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Training & Development
+ Provides behind-the-wheel instruction according to company specifications in all aspects of vehicle operation and passenger transportation, driving, service area familiarization, passenger loading, unloading and securement
+ Conducts classroom training in accordance with company requirements
+ Schedules and presents training programs and conducts monthly employee/driver safety meetings
+ Documents all training activities and ensures accurate completion of all training-related employee records
+ Establishes relationships with personnel to identify additional training needs, resources, and opportunities
+ Selects, hires, and trains qualified candidates for employment
+ Ensures that staff are adequately trained and demonstrate comprehension of safety and security standards
Safety Program Management
+ Ensures all safety manuals, programs, policies, and procedures are current and meet the needs of company
+ Develops local accident and injury prevention plans and programs
+ Develops local safety awareness programs and initiatives
+ Ensures safety bulletin boards, safety postings, and electronic FOCUS board are up to date with current and pertinent safety information
+ Maintains adequate staffing levels
+ Ensures contract compliance with all applicable federal, state, local, and company regulations
Compliance & Regulatory Affairs
+ Ensures compliance with all company, client, and Department of Transportation regulations, policies, and procedures
+ Collaborates with other DER personnel to fulfill drug & alcohol requirements for company, including random drug & alcohol testing
+ Manages company’s drug and alcohol program
+ Ensures all files are updated to pass regular audits and that related record keeping and reporting requirements are met and maintained
Investigation & Risk Management
+ Conducts accident investigation using root-cause analysis and provides documentation with suggested actions for involved employees
+ Investigates vehicle accidents and employee injuries and prepares and submits related reports as required
+ Conducts, reviews, and documents facility safety inspections and assists in correction of deficiencies
+ Ensures that all reporting and risk management tools are up-to-date and correct at all times
+ Collaborates with HR department for injury prevention program to reduce workplace injuries
Operational Oversight
+ Oversees the camera audit program to evaluate operator safety, customer service, and systematic knowledge of service
+ Maintains an adequate and complete employee filing system and participates in audits and inspections to company expectations
+ Responds to emergency or unusual situations as needed
+ Must gain knowledge of operating rules and regulations of company and adhere to company policy
+ Maintains confidentiality of all information
+ Performs other related duties as assigned
Additional Requirements
+ Some outside office hours may be required for special events, concerns, or training
+ Travel requirement outside of immediate area as needed for additional training (<5% of time)
QUALIFICATIONS
Education, Licensing, and Certifications
Required:
+ Must be 21 years of age
+ High school diploma or GED
+ Valid driver's license
+ Must pass DOT physical examination and have a negative drug screen
Preferred:
+ Two years of college or university studies
+ Commercial Driving License (CDL) with Passenger and Airbrake endorsements
Experience Requirements
Minimum:
+ 2-3 years of transportation, safety, or related experience
Preferred:
+ 5 years or more experience in transit safety & training
+ Management skills overseeing 5 or more employees
Knowledge and Skills Required
+ Knowledge of federal and state rules and regulations regarding safety and environmental issues
+ Familiarity with OSHA, EPA standards, NIMS, and ADA requirements
+ Thorough knowledge of Department of Transportation, Federal Motor Carrier, Transit Security Administration, and Federal Transportation Administration rules and regulations
+ Knowledge of Texas Department of Public Safety rules and regulations
+ Injury/collision prevention practices and techniques
+ Ability to interpret and explain regulations to others
+ General knowledge of transportation systems and needs of special service populations
Technical Skills
+ Proficiency in Microsoft Office and/or Google Suite
+ Basic computer skills
+ Skilled in typical office equipment (copier, calculator, fax, scanner)
+ Strong written and oral communication skills with excellent presentation abilities
+ Good verbal, written, and relational communication skills with ability to interact appropriately with all levels of employees, customers, senior management, and the general public
Personal Attributes
+ Demonstrated ability to build and continuously motivate highly effective teams
+ Good time management skills and ability to effectively prioritize tasks
+ Ability to work alone or as part of a team
Driving Record Requirements
+ Good driving record with no more than two (2) accidents (verified by corresponding violation or points) within the past 36 months
+ No driving under the influence (DUI) or driving while intoxicated (DWI) charges or convictions within the last 10 years
+ Must submit to and pass random drug and alcohol testing while employed in safety-sensitive position
LANGUAGE SKILLS
Ability to read and interpret documents such as written instructions, safety rules, routes, time schedules, detours, regulations, operating and maintenance instructions, and training or procedural manuals. Must have the ability to understand and follow verbal or demonstrated instructions and communicate effectively in various formats.
PHYSICAL DEMANDS

+ Must be able to move about the office and surrounding company facility; utilize standard office equipment; access filing systems/cabinets; and communicate effectively in person or by telephone
+ Must be able to drive company vehicles to investigate accidents, review driver safety performance, or handle other company matters requiring high degree of manual dexterity
+ Required to sit, stand, walk, use hands to finger, handle, feel, talk, hear, reach with hands or arms, climb or balance, stoop, kneel, crouch or crawl, and smell
+ Must be able to lay on back on mechanic's dolly to work underneath motor vehicle equipment
+ Must regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds
+ Ability to sit for up to three hours; walk for long distances on possibly sloped, slippery, and uneven surfaces
+ Normal manual dexterity and eye-hand coordination; corrected hearing and vision to normal range
WORK ENVIRONMENT
+ 50% of work is accomplished indoors in air conditioned or well-ventilated facilities
+ 50% of work is accomplished outside in varying temperature, weather, and humidity conditions
+ Most outdoor work is performed alone and in remote locations
+ Occasional work near moving mechanical parts and exposure to wet/humid conditions, extreme cold, or extreme heat
+ Frequent exposure to fumes, airborne particles, vibrations, heavy traffic areas, dust, vehicle fumes, and noise
+ Noise level varies from moderate to loud
+ Must be able to travel for company training, meetings, or support missions
