This position will be part of MNIT’s Human and Social Digital Services (HSDS) team, which supports agency teams at these state agencies: Department of Human Services (DHS), MNsure, the Department of Children, Youth, and Families (DCYF), and Direct Care and Treatment (DCT). The MNIT HSDS team combines development and IT operations with a DevOps approach to ensure the reliable and efficient delivery of critical technology systems that serve counties, families, and individuals across Minnesota.

     

    Minnesota IT Services (MNIT) is seeking a visionary and accomplished executive to serve as the Director of DevOps and Software Engineering for Human and Social Digital Services (HSDS). This strategic leadership role is responsible for driving innovation, scaling DevOps and software delivery practices, and shaping enterprise cloud architecture for shared applications across multiple agencies including the Department of Children, Youth and Families (DCYF), Department of Human Services (DHS), and Direct Care and Treatment (DCT).

     

    This position leads large-scale transformation efforts, ensures alignment with strategic state priorities, and promotes modern technology practices to deliver efficient, secure, and citizen-centered digital services. The successful candidate will be a seasoned Information Technology executive with a proven track record of building and leading high-performing technical organizations, championing DevOps culture, and operating effectively in complex, multi-stakeholder environments.

    Key Responsibilities

    + Provide executive leadership and strategic direction for DevOps and software engineering initiatives across HSDS.

    + Oversee enterprise-wide adoption of modern development, deployment, and operational practices including CI/CD, infrastructure as code, and automated testing.

    + Shape and lead the cloud and software architecture strategy in alignment with statewide technology goals and security/compliance mandates.

    + Partner with agency Chief Business Technology Officers and senior leadership to align technology capabilities with public policy goals and service delivery transformation.

    + Build and nurture cross-functional engineering teams capable of delivering modern digital services at scale, with an emphasis on security, scalability, and reliability.

    + Champion public sector digital transformation and promote a culture of innovation, agility, and accountability.

     

    This position requires an employee to be onsite in Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

     

    + Telework (https://mn.gov/mmb-stat/policies/1422-telework-2025.pdf) for Minnesota IT Services is available on a limited basis.

    + Only candidates residing in Minnesota and its bordering counties are eligible for telework.

    + Candidates residing 50 miles or more from the permanent work location require additional review prior to telework approval upon becoming a finalist.

    Minimum Qualifications

    + At least eight (8) years of progressive experience in executive IT leadership roles involving strategy development, enterprise technology delivery, and stakeholder engagement.

    + At least four (4) years of direct supervisory experience, including hiring, mentoring, performance management, and team development.

    + Demonstrated leadership of large-scale software engineering and DevOps transformations.

    + Experience applying Agile or DevOps methodologies in overseeing system development or modernization efforts, using tools such as Jira, Git, or CI/CD platforms.

    + Significant experience in cloud-based architecture and migration using Azure, AWS, or GCP, including contributions to enterprise architecture governance.

    + Proven leadership in projects requiring compliance with regulatory standards such as HIPAA, FERPA, or CJIS.

    + Exceptional communication skills with the ability to effectively engage technical and non-technical stakeholders.

    + Strong customer service orientation, including active listening, problem-solving, and stakeholder empathy.

    Preferred Qualifications

    + Advanced degree in Information Technology, Business Management, or related field of study.

    Additional consideration will be given to applicants who demonstrate knowledge and experience in the following:

    + Public sector information technology planning, development, or procurement, and maintenance and operations.

    + Demonstrated success leading distributed teams and managing complex initiatives.

    + Background in IT consulting or advisory roles involving executive engagement, digital strategy, or enterprise modernization.

    + Relevant technical certification such as: (Azure/AWS DevOps Engineer, Certified Kubernetes Administrator (CKA), Certified Kubernetes Security Specialist (CKS), or The Open Group Architecture Framework Certification (TOGAF).

    + Experience with Site Reliability Engineering (SRE) principles, including setting and managing service-level objectives (SLOs) and indicators (SLIs).

    + Experience with modern architecture patterns such as event-driven systems, microservices, API management, or enterprise messaging platforms (e.g., pub/sub, CQRS)
