The IT Services Division of the Idaho Department of Health and Welfare is hiring anIT Modernization Architect to develop a roadmap for modernizing legacy systems, adopting new technology, policies and procedures to align IT architecture with business goals. This is a new position within the ITSD department. The architect IV will manage a staff of two IT Architect II's. This position is located in downtownBoise.

     

    The IT Architecture team is responsible modernizing and streaming the existing IT Tech stack based on viability of the applications from a security, maintenance and governmental requirements. The team will lead the Department of Health and Welfare in modern application development, cloud adoption including cloud native architecture cloud services and adopting new applications to better serve both the employees of the Department of Health and Welfare as well as the citizens of Idaho.

     

    This position will provide the highest-level agency on enterprise IT architecture to optimize organization's services and business assuring accomplishment of business strategy through the integration of business, information and technology architectures perform related work

     

    This position may be eligible for telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

    EXAMPLE OF DUTIES:

    + Establish and support architectural framework and standards, models, catalogs and roadmaps that support technology decisions and quality assurance for technology implementations.

    + Develop complex, multi-year plans that require the integration of multiple technologies and IT functional areas.

    + Set and maintain technology vision and standards.

    + Create, review and audit technology solutions for conformance to standards.

    + Diagram existing and future technology implementations, including active projects Produce technology infrastructure vision, proposals and total cost of ownership analyses Manage technology architecture staff consisting of other disciplines.

    + Perform all duties of an IT Architect III at an expert level.

    MINIMUM QUALIFICATIONS:

    You must possess all the minimum qualifications below to pass the exam for this position.     + Good knowledge of management practices including financial and strategic planning cycles. Typically gained by an applicable four-year degree or equivalent college level coursework related to management or finance OR at least three years of work experience applying management practices including financial and strategic planning cycles.

    + Considerable knowledge of current trends in information technology. Typically gained by at least five years of work experience in the information technology field OR an equivalent combination of classroom training that covered current trends in information technology and work experience in the information technology field. Education and experience must be within the last ten years.

    + Considerable knowledge of computer hardware and software capabilities and limitations. Typically gained by at least five years of work experience in the information technology field working with multiple technologies OR an equivalent combination of classroom training that covered multiple technologies and work experience in the information technology field working with multiple technologies. Education and experience must be within the last ten years.

    + Organizational change management practices, conflict resolution, continuous improvement, and structured problem management. Typically gained by at least five years of work experience OR an equivalent combination of classroom training/coursework and one year of work experience directly related to organizational change management practices, conflict resolution, continuous improvement, and structured problem management.

    + Experience supervising the staff and activities of an IT function. Typically gained by at least five years of work experience supervising the staff and activities of an IT function.

    + Experience with information technology project management. Typically gained by at least five years of work experience with information technology project management.

    + Experience leading short-and long-range IT planning including developing and implementing policies and procedures. Typically gained by at least five years of work experience leading short-and long-range IT planning including developing and implementing policies and procedures.

    + Experience in technical infrastructure, implementing, troubleshooting, integrating network, servers, database, system administration, and core technologies. Typically gained by at least four years of work experience in technical infrastructure, implementing, troubleshooting, integrating network servers, database, system administration, and core technologies within the last five years.

     

    Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

     

    + Experience and knowledge of modern application development practices, containers and cloud native architecture and cloud services. Typically gained by 3-5 years in a lead IT Architect position and experience in a cloud centered organization.

    + Experience creating architectural blueprints that ensure seamless integration of new technologies with existing infrastructure. Typically gained by 3-5 years in a lead IT Architect position and experience in a cloud centered organization.

    + Technology Evaluation - assessing emerging technologies and selecting the best solutions for scalability, security and efficiency. Typically gained by 3-5 years in a lead IT Architect position and experience in a cloud centered organization.

    + Collaboration - working closely with stakeholders including developers, business analysts, business partners, and leadership to ensure modernization efforts meet organizational needs. Typically gained by 3-5 years in a lead IT Architect position and experience in a cloud centered organization.

    + Documentation and Knowledge sharing - Creating detailed documentation of existing tech stack and newly adopted tech to support future development and maintenance. Typically gained by 3-5 years in a lead IT Architect position and experience in a cloud centered organization.
