As an IT Staff Auditor II, you will conduct independent and objective audits of information technology systems that support the State of Maine’s financial reporting and compliance with Federal program regulations.
Job Duties of a Staff Auditor II – Information Technology (IT) position with the Office of the State Auditor:
• Act as the external independent auditor conducting information technology (IT) audits of information systems used by Maine State government agencies.
• Employees in this classification work as part of a team to conduct IT audits of general and application controls used by State government. Work is performed under supervision by Senior and Principal Auditors. Responsibilities include:
+ Providing support to lead auditors by assisting in the planning, designing and performance of IT audit work in support of the annual financial and compliance audit of the State of Maine, conducted in accordance with the U.S. Government Accountability Office (GAO), and the Federal Information System Controls Audit Manual (FISCAM).
+ Identifying operational risks based on testing of information technology controls established to provide assurance that State-administered programs are in compliance with Federal laws, regulations, contracts, and agreements.
+ Assisting in the development of written audit findings and recommendations based on IT control testing results.
Agency Information : The Office of the State Auditor is an innovative organization that acts as the independent auditor for the State of Maine. The Office works with Maine State Government agencies to complete the State’s annual Single Audit, comprised of the financial statement and Federal compliance audits. The Office has the statutory authority to audit all accounts and other financial records of State government, including any counties, municipalities, and any organization, institution or other entity receiving or requesting an appropriation or grant from State government.
Mission Statement: The Office of the State Auditor provides independent assurance that Maine government is accountable to the people. We examine whether funds are spent legally and properly, and that data and systems are secure. OSA auditors perform their work in accordance with Government Auditing Standards. Knowledge of IT auditing standards, principles, techniques, methodologies, standards, and practices promulgated by the U.S. GAO, FISCAM and the Information System Audit and Control Association (ISACA).
+ Ability to communicate effectively and participate in working with a team of auditors.
+ Ability to develop an understanding of agency policies, procedures and goals, and research and interpret Federal and State laws, rules, and regulations, compliance requirements, and auditing standards.
+ Ability to conduct information technology control audits of governmental entities.
+ Ability to analyze and interpret organizational procedures, workflow, and functions; business and management systems and processes; technical system design logic; and methods used by electronic systems to store and process information.
+ Ability to apply data extraction and analysis techniques and analyze results.
+ Ability to secure facts through investigation.
+ Ability to develop testing strategies in order to verify electronic systems’ functionality
+ Ability to conclude whether agency IT controls meet requirements based on audit testing results.
+ Ability to prepare audit findings and recommend appropriate corrective action.
Minimum Qualifications:
A Bachelor’s degree in Computer Science and/or Management Information Systems-OR-Four (4) years equivalent combination of education, training, and/or progressively responsible professional experience in a related field that demonstrates a thorough knowledge of IT systems audits.
