    THE POSITION

    Douglas County - Public Works

     

    Full Time Position / Position works 40 hours per week, includes excellent full-family benefit package, PERS/OPSRP retirement and availability of deferred compensation retirement savings.

     

    Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

    Job Summary:

    This position supervises support staff and operations of maintenance district for Public Works, Bridge. Primary duties include organize, schedule and supervise work activities; participate on short-and long-range planning and budgeting. May serve as manager in absence of maintenance manager.

    Essential Functions:

    This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.

     

    + Supervise and coordinate work activities of section support staff; offer technical and physical assistance as needed, and determine best solution when problems arise. Ensure work is in compliance with appropriate regulations. Assume accountability for work performed within section. Is involved in selection, training, safety instructions and evaluating of staff. Establish and interpret policy and procedure.

    + Assist manager in short- and long-range planning and coordinating operations of assigned section; and special projects; confer with manager regarding projects; provide technical advice; ensure personnel, equipment and supplies are available to complete assigned projects; report progress and receive further assignments. Participate in budget planning, project cost estimates, equipment specifications and purchase of materials and supplies.

    + Inspect assigned landfills and transfer sites to identify potential hazardous conditions and recommend corrective or preventative maintenance or construction projects to correct the problems.

    + Oversee and coordinate work of contractors.

    + Represent the department to the public and other agencies and answer complaints, remedy problems and explain county policies and procedures regarding department policy and procedure.

    + Maintain records and reports including time sheets, fuel and materials expenditures, purchase orders, equipment reports, vegetation and traffic control devices, etc.

    + Inspect equipment and coordinate with fleet management for service and repair.

    + Serve on an on-call status for emergencies.

    POSITION REQUIREMENTS

    SKILLS/QUALIFICATIONS:

    Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:

     

    + Five years progressively responsible experience in road maintenance or construction work which involves two years supervisory or leadworker experience

    Desirable qualification:

    + Knowledge of and ability to use computer equipment and software.

    SCREENING & EVALUATION

    While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.

     

    Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.

     

    DRIVING RECORD: Applicants selected for interview will be required to bring to the interview aCERTIFIED COURT PRINTdriving history obtained from DMV. Please allow 5-7 days for delivery; out of state allow two weeks.
