Essential Duties and Responsibilities:
The Quality Assurance Lead will:
+ Establish quality standards for the work of mentors and evaluators.
+ Develop tools to ensure reliability of ratings across raters.
+ Design and implement inter-rater studies with the purpose of collecting formative dataabout the reliability of the placements on the teacher performance evaluation rubric.
+ Develop and facilitate professional development related to inter-rater reliability process.
+ Collaborate closely with Regional Leads, Project Coordinators, the Reliability Team,
graduate assistants, and the Quality Assurance Lead at the EES Office’s East Hub to
assess staff training needs and ensure accurate documentation of the program model.
Minimum Experience / Education:
Master’s degree in education with a concentration in early childhood education, child
development, human development/family studies, special education, curriculum and instruction,
or related field with additional focus on quality, reliability, statistics, conducting educational
research, etc. A minimum of three years of progressive, successful experience as an early
childhood leader at the local, regional or state level. Equivalent education and experience may
be considered.
Preferred Education Skills and Experience:
+ Professional Knowledge – In child development and application of theory; adult learning theory and evidence-based practices in designing and delivering effective professional development; NC Professional Teaching Standards; NC Department of Public Instruction’s Educator Effectiveness System; NC Foundations for Early Learning and Development; NC Pre-K and Developmental Day Program Requirements; NC State Board of Education Teacher Licensure Policy: Beginning Teacher Support Program; NC Department of Public Instruction’s Mentor Standards and knowledge about NC educator licensure requirements.
+ Knowledge of the EES Office Framework (procedures, guidelines and implementation) is preferred.
+ Technical Knowledge: Ability to use the NC Department of Public Instruction’s Home Base/NC Educator Effectiveness System, NCEES , database spreadsheets, PowerPoint and other digital tools to support documentation, communication, and reporting
requirements.
+ Skill for using technology and computer in daily work with teachers and colleagues.
+ Strong oral and written communication skills- Ability to nurture, listen, guide, coach, support adults and build on strengths.
+ Exceptional interpersonal skills – Ability to actively participate as a member of a mentor-teacher-evaluator team and a regional structure to meet program goals.
+ Teamwork is essential to this position. Building collaborative partnerships – with site administrators and technical assistance professionals across sectors to support coordination of effective mentoring, coaching and evaluation of teachers being served.
+ Ability to facilitate Professional Learning Communities – effectively support evidence-based teaching practices resulting in positive outcomes for children.
