The IT Solution Architect is responsible for developing, maintaining and implementing a technical roadmap for the Authority’s information technology systems. The IT Solution Architect understands the business context for solutions to the Authority’s challenges and recommends potential options, selecting the most optimal alternative. The IT Solution Architect assures solutions are not only a fit for the specific business purpose but also closely aligns with the standards and guidelines for the Enterprise.

    THE ROLE

    The IT Solution Architect will report to the Director of Information Technology. The will be responsible for overseeing and directing information technology staff, business staff and consultants assigned to projects.

    ABOUT THE AUTHORITY

    The CT Paid Leave Authority is a quasi-governmental agency formed by statute and signed into law in 2019. Its mission is to help Connecticut’s workforce navigate health challenges and life changes with greater financial security. Through a trust funded by workers, the Authority makes benefits payments to eligible workers when the worker takes a leave from work to care for themselves or a family member.

    EXAMPLES OF DUTIES

    + Directs the identification and recommendation of application solutions, incorporating business capabilities and technology components with an eye toward usability, performance, scalability, and an appropriate cost of ownership.

    + Responsible for assisting in maintaining IT Architecture practices and the architecture and standards methodology.

    + Manages activities that take place during solution ideation, solution design, and solution implementation.

    + Responsible for the data model and data integration strategy for the application.

    + Incorporates best practices of continuous integration and delivery focusing on improving software delivery.

    + Communicates the architecture to the stakeholders and collaborates and coordinates with existing domain architects in the formalization and adoption of IT standards and procedures.

    + Champions a structured approach to business application solutions.

    + Assists in the development of a solutions architecture program including departmental roadmaps and project portfolios for IT systems architecture.

    + Influences changes to standards when necessary.

    + Supports the architectural aspects of all application projects within the Enterprise portfolio.

    + Stays abreast of technology and trends that align to the Authority’s technology strategy.

    + Fosters collaboration by promoting cooperative goals, building trust and enlisting others in a common vision.

    + Plan and Deploy for Business Results, which includes the ability to develop and implement business plans, IT plans, budget plans, and human resource plans in order to maximize budget allocations, technology, personnel and other resources to achieve agency and program goals.

    + Lead Change, which includes innovation, the ability to be a creative problem solver and a strategic thinker, and the ability to recognize and develop opportunities to grow and develop information technology services in response to customers and a changing work environment.

    + Focus on Results and Quality, including exercising and promoting accountability, and the ability to analyze surveys, financial and other data, and use strategic planning and performance measurement techniques to continuously improve performance and maintain competitiveness.

    + Understand Customers and Markets, which includes the ability to establish customer satisfaction and loyalty, forecast and conduct market analyses, keep ahead of industry trends and incorporate “best practices” into information technology operations.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been in a managerial capacity.

     

    NOTE: For state employees this experience is interpreted to be at the level of an Information Technology Manager 2 (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=1562MP&R1=undefined&R3=undefined) .

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.

    + A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience in designing and leading the implementation of a solution architecture across a group of business applications or technologies.

    + Experience with defining guidelines, standards, and solution patterns to ensure solution decisions are aligned with the future-state architecture vision.

    + Experience in Cloud technologies.

    + Experience in real-time and batch-based integration patterns.

    + Experience with the technical capabilities of the Salesforce and MuleSoft platforms.

    + Experience in data architecture and knowledge of data warehousing concepts.

    + Experience with identify and access management.

    + Experience in communicating technical programs and concepts to individuals who do not possess expertise in IT systems.
