    This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

    DEPARTMENT: Planning, Development, & Public Works

    HOURS OF WORK: Monday through Friday; 8:00 a.m. to 5:00 p.m.

    Example of Duties

     

    This position plans, organizes, directs, administers and evaluates large complex Planning, Development, and Public Works programs, including planning, budgeting, financial control of the Traffic Engineering Department, Maintenance and Operations Department as well as the Project management & Engineering Department. Directs work control, office support, Limited Road Service Area (LRSA) support and street light maintenance. Determine operating and capital fiscal requirements, develop preliminary budgets and coordinate final budget submittal. Produce short, long-range, and contingency plans. Control, monitor, and evaluate financial activities of the Department. Perform Subject Matter Expert (SME) duties for the Project Systems (PS) module of the Enterprise Resource Planning system (ERP) and work with Information Technology (IT) staff for maintenance, upgrades, testing, and other functions as required.

     

    Minimum Qualifications / Substitutions / Preferences

     

    High school diploma, GED, or equivalent and nine (9) years of experience in fiscal or contract management that includes government funding and capital projects/budgets, which includes three (3) years in a supervisory and/or lead position.

    OR

    Associate’s degree in Business Administration, Public Administration, Finance, Economics or Human Resources a related discipline and seven (7) years of experience in fiscal or contract management that includes government funding and capital projects/budgets, which includes three (3) years in a supervisory and/or lead position

    OR

    Bachelor’s degree in Business Administration, Public Administration, Finance, Economics, Human Resources or a related discipline and five (5) years of experience in fiscal or contract management that includes government funding and capital projects/budgets, which includes three (3) years in a supervisory and/or lead position.

    Preferences:

    + Experience in Municipality System Applications and Products (SAP) financial system or similar complex interrelated financial systems, where HR, procurement, budgets and projects are integrated within the software.

    + Certified Public Accountant (CPA) Certification.

    + Certified Management Accountant (CMA) Certification.

    + Certified Government Financial Manager (CGFM).

    Military Service Interview Preference :

    Veterans or who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

     

    Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization and show the name, signature, title and contact information for the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
