BEHAVIORAL HEALTH, SUBSTANCE USE DISORDER SERVICES
The Substance Use Disorder Services (SUDS) Program leads efforts in our community to prevent and reduce the impact of substance use disorders by developing, administering, and implementing evidence-based approaches to youth prevention, treatment, and recovery programs in El Dorado County.
THE OPPORTUNITY
The selected candidate will have the opportunity to :
+ Plan, organize, coordinate and direct the work of the Division to assure appropriate substance abuse prevention and treatment services, and AIDS prevention services, are being provided by the Department.
+ Develop and direct the implementation of goals, objectives, work standards and division administrative policies and procedures.
+ Work closely with the department head, other County departments and a variety of public and private organizations in developing substance abuse prevention and treatment programs and implementing projects.
+ Collaborate with the department head, other departments/divisions, and community agencies and groups concerned with AIDS prevention.
+ Identify and, as authorized, apply for grants and/or other funding opportunities to implement and expand programs and services.
+ Determine Division priorities and direct the development of management systems to perform program quality control, quality improvement and fiscal analysis; identify problems and develop solutions.
+ Direct or perform Division fiscal and administrative duties including budget analysis, planning, preparation, monitoring, and maintenance; manage the development, preparation, implementation, and monitoring of provider contracts for substance abuse treatment services; negotiate and confer with providers concerning fiscal, administrative, and programmatic requirements.
+ Select, train, assign, direct, review and evaluate, directly or through subordinate staff, the Division's supervisory, professional, paraprofessional and support staff; provide for staff development; oversee Division personnel management activities including staff development, evaluation, and discipline as necessary.
+ Analyze new substance abuse treatment legislation, literature and mandates; assure Division activities comply with applicable laws, regulations and requirements; oversee provider programs to assure contractual compliance.
+ Provide technical assistance to Division staff regarding substance abuse treatment modalities, trends and legislation.
+ Provide primary administration and policy guidance for County alcohol and drug prevention and treatment programs.
+ Direct, monitor, and evaluate direct treatment services provided by Division staff. Ensure staff performing substance abuse counseling maintain any necessary certification and/or licenses.
+ Receive and respond to inquiries, concerns, or complaints regarding service delivery.
+ Prepare periodic and special management reports regarding fiscal, program or other activities as required.
+ Keep the department head informed regarding Division activities, especially when unusual or sensitive issues arise.
+ Provide administrative support and coordination during financial and programmatic audits; respond to surveys and/or inquiries about program activities.
+ Represent the County and Division in meetings with the Board of Supervisors, public officials, other public agencies and civic groups; provide appropriate media information as assigned.
+ Assess needs of the County with respect to substance abuse prevention/treatment and AIDS prevention issues and evaluate the effectiveness of existing programs; develop and implement new programs or modify existing programs as necessary.

IDEAL CANDIDATE
El Dorado County’s Health and Human Services Agency (HHSA) is seeking a strategic, collaborative, and service-driven professional to serve as the Alcohol and Drug Division Program Manager. This position plays a vital leadership role in the County’s efforts to deliver high-quality, accessible substance use disorder (SUD) prevention and treatment services, as well as AIDS prevention programming.
Reporting to the Deputy Director of Behavioral Health, the ideal candidate will bring a strong background in program administration, contract and fiscal management, and experience with state and federal compliance requirements related to SUD programs. This includes familiarity with Medi-Cal billing, the Drug Medi-Cal Organized Delivery System (DMC-ODS), and CalOMS reporting requirements.
The ideal candidate will be:
+ A capable and supportive leader with experience managing multidisciplinary teams and overseeing service delivery across diverse populations
+ Well-versed in substance use disorder treatment systems, including provider oversight, quality improvement practices, and outcome-based reporting
+ Skilled in building and sustaining collaborative partnerships with contracted providers, County departments, and community stakeholders
+ Comfortable interpreting and applying complex regulations, and able to lead strategic initiatives to expand or improve services

Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.
Possession of a Bachelor's Degree from an accredited college or university with major course work in business administration, public administration, health sciences, social sciences or a closely related field, AND three years of professional experience providing substance abuse prevention or treatment services in a health setting. At least one year of experience must have included supervisory or management experience in a public health or similar setting. A master's degree in any of the above fields is highly desirable.
NOTE: The above qualifications are a typically accepted way of obtaining the required knowledge and skills.

Must possess a valid driver's license. Must be available for after-hours meetings.
