Description of Job
About the Work Unit
This position is located in CDOT’s Traffic Analysis Unit in Denver. This unit assembles, analyzes, and interprets motorized and non-motorized traffic data. This information is used to develop long-range plans, corridor-specific plans, assessments of mobility on the transportation systems, and to support investment level decision making and report traffic trends. This unit participates in the development of transportation plans and provides support for engineering and construction activities.
About the Position
This position serves as liaison/resource to CDOT, The Federal Highway Administration (FHWA) and Metropolitan Planning Organizations (MPO's) for analysis of traffic statistics and issues related to traffic monitoring activities. The Analyst develops and implements strategies to acquire, analyze, process, report and interpret data on traffic characteristics (i.e. volume, vehicle weight, classification and speed) for long-range and corridor specific planning purposes as well as highway design. This position is responsible for supporting the generation of traffic data statistics and reports needed by internal CDOT units, used to supplement FHWA reporting mandates and supports CDOT statewide short-duration traffic count data analysis and updates traffic data warehouses.

Major duties and responsibilities include, but are not limited to:
Spatial Traffic Data Analysis, and Traffic Data Analysis
+ Provides operational status mapping.
+ Supports the short-term traffic count contract activities by providing maps that show site locations where the contractors will perform work.
+ Provides sample location maps and analysis on an as-needed basis for transportation planning, traffic engineering, and other CDOT support functions.
+ Supports traffic analysis business processes by facilitating geographic data development, statistical analysis, integration and dissemination including providing GIS maps and geodatabases of historical and current locations showing analysis of changes in traffic volumes and vehicle types to support decision making processes related to transportation planning, highway design, and federal reporting.
+ Supports integrating traffic data with online spatial and nonspatial applications.
+ Provides support using “Big Data” sources to generate traffic data statistics that support other CDOT units, FHWA and other internal/external stakeholders. Integrates big data with traditional traffic counts to support traffic data requests and development of annual year-end traffic data reporting. Works with FHWA to develop plans that integrate big data into federally mandated traffic reporting.
+ Integrates data for year-end Annual Average Daily Traffic (AADT) processing and other traffic related statistics.
+ Provides maps in response to questions/requests for information from management.
+ Updates and maintains Traffic Analysis Unit GIS databases and performs spatial analyses related to the databases.
Database Administration and Maintenance
+ Works with data structures, production databases, software systems and processes to contribute to CDOT data warehouses.
+ Utilizes spatial technologies and participates in decision making with other CDOT database administrators.
+ Works as part of a team to develop recommendations for information technology applications, develop methodologies to integrate databases and create processes for quality assurance.
+ Works to keep traffic databases and table information up-to-date and accurate by analyzing data usage, trends, and purpose.
+ Supports and incorporates additional data into the CDOT traffic analysis software, SQL and/or relational database management systems (RDBMS) databases and spatial databases.
+ Assists with the year-end data processing of motorized data using specialized traffic data management software and statistical analysis.
Technical Consulting and Liaison
+ Provides support to planning and technical committees that determine policies/standards for traffic analysis used for decision making, planning, mandated reporting and highway design.
+ Participates in technical data groups to coordinate multi-agency data collection and traffic analysis efforts. Groups may consist of MPO planners, environmental specialists, engineers, consultants and information management professionals.
+ Interprets specific traffic data and coordinates information used in planning documents, formal reports and/or public meetings.
+ Provides and completes daily customer service activities including responding and processing special data requests and coordinating special count requests.
Transportation Planning Support
+ Supports the development of traffic and mobility related statistics/information and participates in transportation planning activities by creating and analyzing traffic-related data and statistics to define current conditions as well as creating models and analytical processes to project future traffic patterns and identify trends.
+ Designs traffic collection plans to monitor trends over the long term.
+ Makes determinations on where traffic data collection activities indicate improvements are warranted and which of these are to be recommended as viable candidates to include in long-range plans.
+ Works with a team to develop specifications and create standards,
Contract Administration
+ Prepares cost analysis documentation.
+ Coordinates with procurement officials to identify and assist with appropriate solicitation methods and processes and contractor selection.
+ Participates in vendor selection committees.
+ Creates data collection schedules for contractors.
+ Monitors compliance and authorization of payments.
+ Determines quality assurance processes associated with contracted traffic data collection activities.

Work Environment:
+ Primarily 8:00 AM – 5:00 PM work hours, Monday-Friday
+ Limited overnight statewide travel as well as out of state travel to attend meetings/conference

Minimum Qualifications
A total of six (6) years of full-time professional work experience that included
+ Four (4) years of experience in Information Systems, Computer Science, GIS, Civil Engineering, Civil Engineering Technology, Transportation Engineering, Urban or Regional Planning, Transportation Planning, Statistics, Mathematics, Data Analytics, Traffic Data Analysis or another field closely related to the major job duties.
+ AND at least two (2) of full-time professional experience acquiring, analyzing, and interpreting traffic data, database management and utilizing GIS technologies.
Experience and Education
A combination of relevant education and experience equal to at least six (6) years
+ Education from an accredited college or university, in Information Systems, Computer Science, GIS, Civil Engineering, Civil Engineering Technology, Transportation Engineering, Urban or Regional Planning, Transportation Planning, Statistics, Mathematics, Data Analytics or another field of study closely related to the major duties will be considered.
+ Professional experience acquiring, analyzing, and interpreting traffic data, database management and utilizing GIS technologies will be considered.
