    The ongoing COVID-19 pandemic has impacted how and where we do our work. We currently work remotely but in the future, we anticipate this position will work from the office on certain days, possibly full-time, or as part of a hybrid model with in-office and remote work.

    Health Information Office:

    The Health Information Office develops, implements, and maintains the Department’s Health Information Technology (Health IT) and related Information Technology (IT) infrastructure, while coordinating with the Governor’s Office of Information Technology and other stakeholders on HIT and IT projects that impact the Department. Major responsibilities of the Health Information Office include enhancing and maintaining the Department’s health care claims payment system (Medicaid Management Information System or MMIS) and client eligibility system (Colorado Benefits Management System or CBMS) by developing requirements documentation, reviewing detailed system design approaches, proposing systems solutions to program staff and implementing systems solutions to support Department initiatives. In addition to aligning the Department’s infrastructure, this Office creates a foundation for emerging Health IT solutions that will be necessary to implement the Department’s transformational vision for the future of Medicaid.

    Enterprise Project Management Office:

    The work unit exists to oversee and coordinate the Department of Health Care Policy and Financing (the Department) strategic initiatives, including improving operational and project excellence across the Department. Supporting projects related to Colorado Benefits Management System (CBMS), Program Eligibility Application Kit (PEAK), Medicaid Management Information System (MMIS) and Health Information Technology (Health IT) initiatives at the Department. The work unit coordinates initiatives with other State agencies, including coordination with the Governor’s Office, the Office of eHealth Innovation, the Office of Information Technology (OIT), the Department of Public Health and Environment (CDPHE), and the Department of Human Services (CDHS) to maintain a cohesive strategic approach among these agencies. The work unit supports the Department and the Health Information Office (HIO) in the oversight and coordination of initiatives through the creation of Enterprise Project Portfolio, IT strategy, project planning, coordinating requirements documentation, reviewing policy and detailed system design approaches, proposing solutions, and implementing solutions to support Department policies. The unit directs activities that influence policy staff, business analysts, developers and programmers’ deliverables. This unit identifies and coordinates Department wide changes to support improved operational and strategic performance. This work unit is also responsible for operations, security compliance and strategic planning to achieve required compliance with federal regulations. The work unit directs and supports various state and federal reviews and audits by providing data and interpretation of configurations to explain performance. Finally, the work unit is also responsible for financial management and inter-agency coordination for projects and technologies.

    Description of Job

    What you'll be doing:

    The position is a part of the Department’s new the Strategic Project Management Unit. This is a new unit created to manage the Department’s strategic projects that are not necessarily Health IT related. This unit focuses on projects that have a programmatic focus. The position is expected to become the expert in project management for these strategic projects and how the Department will implement future projects related to Medical Assistance Program policy and operations.

     

    The position is responsible and accountable for planning, overseeing, monitoring, tracking and leading projects through the full project management lifecycle. Position requires interaction with a range of internal and external stakeholders, most often managing several projects and project teams simultaneously. Position leads project team members to successful completion of projects that are needed to realize the long-range strategic objectives of the Department. Position is responsible for project activities that include a business needs assessment and definition to determine system and operational solutions for timely and successful implementation and maintenance of compliance and system objectives. This position manages processes with internal and external stakeholders using the PMBOK methodology and Department EPMO standards to ensure that program, systems, and/or operations impacts are identified in advance to provide notification of change to stakeholders as well as gain appropriate federal and State approvals.

     

    The position assists in resource allocation related to project activities and monitoring of project related tasks for quality and timeliness. Position collaborates with budget and accounting offices, program offices, policy offices, communications and human resources offices, and contract vendors to identify costs, schedule, and resources for project initiatives. Position seeks to clarify information and decisions from all stakeholders in preparation of both temporary and permanent solutions to business needs. Position assists the Department with activities required by federal oversight agencies regarding federal funding, compliance obligations, and strategic plans.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    MINIMUM QUALIFICATIONS:

    There are two ways to qualify for this position:

    Option 1:

    Experience Only:

    Seven (7) years of related professional experience in Project Coordination, Project Management, or Performance Analysis

    Option 2:

    Education and Experience:

    A bachelors degree from an accredited institution in a related field and three (3) years of professional experience in Project Coordination, Project Management, or Performance Analysis

     

    Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

     

    + An associate will count as two years of experience

    + A bachelors will count as four years of experience

    + A masters degree will count for six years of experience

    + A doctorate or juris doctorate degree will count for seven years of experience

     

    DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
