About the Work Unit
The Support Services Section comprises three units; the InstaCheck Unit, the Biometrics Identification and Records Unit (BIRU), and the Criminal Justice Information Services Unit (CJIS).
The Colorado Bureau of Investigation (CBI) is designated by the Federal Bureau of Investigation (FBI), Criminal Justice Information Services (CJIS) Division, as the CJIS Systems Agency for the state of Colorado. As a result, it is the responsibility of the Criminal Justice Information Services (CJIS) to manage those business practices regarding the numerous criminal justice computer systems, to include the Colorado Crime Information Center (CCC) and the National Crime Information Center (NCIC) computer databases, for law enforcement and criminal justice agencies statewide. The CJIS is also responsible to oversee the Uniform Crime Reporting (UCR) program as well as Crime in Colorado publications; both of which provide information to the public and law enforcement alike.
As a Federal Point of Contact (POC), InstaCheck conducts background checks on individuals attempting to purchase firearms from Federal Firearms Licensees (FFLs). InstaCheck also conducts criminal background checks for the state’s sheriffs on individuals applying for concealed handgun permits (CHPs) and conducts reviews and makes decisions regarding appeals of denied buyers.
About the Job
Positions will be filled in one of three units in Support Services: BIRU, CJIS or InstaCheck.
BIRU:
The Biometric Identification and Records Unit (BIRU) of the Colorado Bureau of Investigation (CBI) supports law enforcement agencies as well as the public. It is the responsibility of this unit to maintain and update all information stored in the Multi Biometric Identification System (MBIS), used in the identification of fingerprints, and the Colorado Crime Information Center (CCIC), which houses all fingerprint based Colorado criminal history record information (CHRI) records. Colorado is an open records state and this information is available to the public.
Manages statewide confidential criminal/civil information in the Colorado Crime Information Center (CCIC) system, ensuring data integrity and security as well as interacting with the public regarding criminal history records requests, coding incoming civil fingerprint cards, entering demographic and accounting information on criminal arrest fingerprints and on civil requests into the Colorado Crime Information Center (CCIC) system and entering data into archival files.

CJIS:
The employee may work within the CCIC/CBI-CJIS Compliance and Training section or UCR NIBRS section within CJIS, depending on the course of their training and the needs of the unit. Each of these units will require auditing/analyzing usage of their respective systems/files (possibly including specific marijuana inquiries and dedicated auditing).
During the span of the first six to twelve months of training, the employee will be tasked with
learning and executing some or all of the following duties:
-Reviews and evaluates electronic, offline incident based, statistical test and live submissions data for errors, submissions quality, and acceptance submitted by Colorado law enforcement agencies.
-Maintains monthly and yearly law enforcement statistical reporting compliance logs.
-Monitors and advises Colorado law enforcement agencies in the processing of criminal justice information through the CCIC/NCIC/Nlets systems.
-Interprets and advises both in-state and out-of-state law enforcement agencies and investigators in the assessment and appropriate disposition of criminal activity, arrest, missing person, and fugitive reports.
-Maintains NCIC technical and operational updates.
-Issues operator security numbers for access to the systems, including performing
computerized criminal history background checks as requested by law enforcement.
-Conducts audits to ensure wanted/missing person, sex offender registration, and stolen/lost property records entered in the CCIC/NCIC systems by Colorado criminal justice agencies are entered in a timely manner, and contain accurate and complete information.
-Conducts audits to ensure that criminal justice agencies throughout the state are adhering to the technical requirements outlined in the CJIS Security Policy.
-Provides customer service to Colorado criminal justice agencies as it relates to CCIC/NCIC, CJIS security, and/or UCR.
-Maintains the integrity and security of the CCIC/NCIC/Nlets systems through monitoring the Revised April 2024 Colorado Department of Public Safety 2 use of the system by agencies.
-Assists in the preparation and instruction of statewide training classes for on-line and off- line submission of incident based reporting data for up to 70 students.
-Delivers CCIC/NCIC/CJIS training classes multiple times per year for up to 100 students.
-Develops online training content for the CIMU Saba course catalog, to possibly include simple video editing.
-Creates and maintains PowerPoints for classroom training.
-Writes and disseminates system/policy updates and other essential notices in a timely and professional manner.
InstaCheck:
This position serves as an examiner in conducting background checks on individuals attempting to purchase firearms through FFLs in Colorado as the individual point of contact for the FBI’s National Instant Criminal Background Check System (NICS). This position reviews and analyzes criminal records and documents to determine, within the three-day deadline that the Brady Act requires, if there are prohibiting factors that prevent the potential gun buyers from purchasing firearms.
This position serves as an experienced examiner and reviews and analyzes the more difficult and complex criminal records and documents to determine if there are prohibiting factors that prevent potential gun buyers from purchasing firearms. This position conducts criminal background checks on behalf of Colorado Sheriff’s for applicants of Concealed Handgun Permits (CHPs). This position processes appeals for subjects denied the purchase of a firearm in Colorado. This position serves as a lead worker in the absence of a supervisor. This position mentors and trains newly-assigned employees.
Career pathing note:
This position is eligible for career pathing and progression.
At the time of original hire, this position will be downgraded to Data Management I (Entry Level) level for training purposes for a period of up to 12 months until required training is completed and required competencies are demonstrated. Positions move to Data Management II around 12 months after hire, upon completion of the required training given performance expectations are met and the employee meets the minimum requirements for level 2.
Key Responsibilities
BIRU:
Data Management Integrity and Compliance
-Manages statewide confidential criminal/civil information in the Colorado Crime Information Center (CCIC) system.
-Ensures safety, security, and integrity of the system.
-Supports law enforcement agencies across Colorado by providing administrative, technical assistance and training guidance on a variety of criminal justice trusting relationships and partnerships within the unit, bureau, state and local communities.
-Researches and reconciles demographics and accounting information on criminal arrest fingerprints and on civil requests into the Colorado Crime Information Center (CCIC) system.
-Manages records in accordance with the internal standard operating procedures and policies.
-Conducts file maintenance of databases including updates and modifications.
-Interacts with the FBI on issues of mutual concern; reconciles discrepancies when needed; ensuring the crime information database systems are operating efficiently and effectively.
-Processes petitions and court orders to seal and expunge records.
-Evaluates state and federal records for release criteria.
-Maintains overall data systems by communicating standards for use of data dictionaries to law enforcement agencies regarding offense classification codes, standards, procedures, and database performance and recommending exact guidance to ensure accuracy and integrity of data.
Technical Assistance
-Assists criminal justice agencies and the public with concerns and issues regarding the Colorado Criminal History (CCH) and Colorado Crime Information Center (CCIC) system.
-Communicates with internal and external customers by telephone, email, or in person to provide information about processes, guidance and resources surrounding criminal history records requests and order sealing of arrests, disposition, arrest record update, marijuana pardons and identity theft and mis-identification.
-Advises and instructs on employment and background checks procedures, including fees, forms, and methods.
-Provides general information and refers for additional resources as needed.
-Develops and maintains data access using standard procedures to ensure proper control of the criminal justice data through accounts set up for new criminal justice and civilian agencies requiring fingerprinting accounts, ensuring security and compliance with federal and state laws and internal CBI processes.
-Performs administrative functions that may include mail processing, cash register operation and accounting for funds collection, etc.
-Maintains and/or creates data dictionaries which includes Computerized Criminal History (CCH) , livescan, Multi Biometric Identification System (MBIS), Secure Document Delivery System (SDDS) and Colorado Applicant Background Services (CABS).
CJIS:
System Support for Criminal Justice Partners
The DM I acquires the skills to provide help desk functions and duties to Colorado criminal justice agencies regarding CCIC, NCIC, and the International Justice and Public Safety Network (Nlets), as well as the National Data Exchange (N-DEx), Colorado Gangs (CoG), Colorado Law Enforcement Intelligence Network (CLEIN), and Uniform Crime Reporting (UCR) programs.
Policy and Technical Compliance Audits
The DM I acquires the skills to perform statewide electronic and/or onsite compliance audits of Colorado criminal justice agencies triennially as assigned by supervisor and required by the FBI. Compliance audits are conducted on the CCIC/NCIC, Nlets, UCR, N-DEx, CoG, and CLEIN systems and programs for compliance to the CJlS Security Policy, CCIC/NCIC policies and procedures, Agency User Agreements, and 28 CFR 20 regulations.
Uniform Crime Reporting
The DM I acquires the skills to ensure compliance from assigned local law enforcement agencies regarding reporting of crime statistics to the CBI per Colorado Revised Statute 24-33.5-412.5, including testing and certification of off-line reporting agencies, FBI crime trend and quality control verifications, and assisting with compliance, verification, and editing of crime data for Colorado Crime Statistics and TOPS.
Training
The DM I is a Bureau representative to local, state, and federal criminal justice agencies regarding policies, procedures, system integrity, and security as they relate to the CCC/NCIC, Nlets, N-DEx, CoG, CLEIN, and UCR programs and databases, as well as conducting training programs.
InstaCheck:
Background Check Administration Process Compliance
-Receives and responds to inquiries from the gun buyers, pertaining to determining true identity. Provides assistance and Instructions to gun buyers regarding the proper procedures and ways to pursue and resolve identity issues. Responds to inquiries from other sources such as, but not limited to, FFLs requesting status updates, customers concerning the appeals process, CHP applicants, and Colorado Sheriff's requesting status updates.
-Compares descriptive data on the potential firearm purchaser provided by the FFL to their Department of Motor Vehicle record to verify the identity of the individual and authenticity of the information. Ensure adherence to security regulations so that at no time will criminal history information be made available to the FFL.
-APPEALS: Receives and responds to inquiries from gun buyers, pertaining to appealing a firearm denial. Provides assistance and instructions to gun buyers regarding the proper methods to pursue and resolve a firearm denial. Contacts various law enforcement agencies and courts within and outside Colorado, to obtain necessary disposition documentation. Review and research complex and voluminous manuals, laws and automated material in an attempt to develop proper information and procedures to be applied in resolving issues. Research legal issues not only on the federal level and with regard to Colorado law, but in any other state In which the appellant may have been charged with a crime. Exercises sound and articulable judgment as to whether a denial should be sustained or overturned; provides testimony as to these decisions in any action brought against the state based on these decisions.
-Concealed Handgun Permits: Responds to inquiries from Colorado's Sheriffs, pertaining to the status of a CHP applicant , provides assistance and instruction to CHP applicants and Sheriffs regarding the proper procedures and CHP eligibility laws. Contacts various law enforcement agencies and courts, both within and outside Colorado, to obtain necessary disposition documentation. Review and research complex and voluminous manuals, laws and automated material in an attempt to develop proper information and procedures to be applied in resolving these Issues. Exercise sound and articulable judgment as to an applicant's eligibility to carry a concealed handgun and provide assessment and recommendation to Colorado's Sheriffs.
Data Analysis and Reporting
-Analyzes and evaluates legal manuals, laws and other requirements to provide compliance and process guidance to others.
-Develops proper information and procedures to be applied in resolving cases.
-Make suggestions and recommendations on existing and non-existing procedures to handle similar situations in the future. Make final judgment and final determination on behalf of the CBI and the State of Colorado as to an individual's firearm eligibility based on examination of records, of limited research and Federal and State firearm laws.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MIN|MUM QUALIFICATIONS
Four (4) years of general experience that included entering, reviewing, revising, and manipulating data.
OR
A combination of related education and/or general experience that included entering, reviewing, revising, and manipulating data equal to four (4) years OR appropriate education will substitute for the required experience on a year-for-year basis.

PREFERRED QUALIFICATIONS
+ Experience providing customer service in receiving and responding to high volume telephonic and internet based inquiries.
+ Experience performing inquiries using and of the following: the Colorado Crime Information Center (CCIC), the National Crime Information Center (NCIC), the Interstate Identification Index (III), the National Criminal Instant Background Check System (NICS), the Integrated Colorado Online Network (ICON), and as warranted, the Immigration and Customs Enforcement (ICE).
+ Knowledge of all Microsoft applications to include PowerPoint, Excel, and Word, as well as Google G Suite.
+ Familiarity of CBI-CJIS systems policy and practice.
CONDITIONS OF EMPLOYMENT
+ Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, extensive background investigation and drug screen. I f you have used marijuana in the last twelve months, or any illegal drugs in the past five years, or have been convicted of a felony or have a history of criminal activity, you will be disqualified and will not be hired for this position.
