    Position Summary

    Position is responsible for providing leadership, guidance, and oversight to the Economic Incentives section. Incumbent is responsible for the management and operations of all programs, projects and funding related to economic development incentives and compliance including tax abatements, tax increment financing (TIF), municipal bonding, and other development tools. The position plays a key role in shaping policies, streamlining processes, and guiding incentive strategies that support sustainable growth citywide. Charged with leading the City's efforts on economic development as well as expanding and utilizing its toolbox of development incentives. Establishes and maintains strong relationships with the Mayor’s Office, the City-County Council and other elected officials, state and federal government offices, local non-profit agencies, businesses, and the general public. Incumbent helps to establish and ensure policies and procedures for the department and city are adhered to in an effective manner. Incumbent regularly utilizes independent judgment when policies or procedures are not available. Coordinates activities with and seeks appropriate guidance from Department Director and executive leadership team. Incumbent must have a valid driver’s license. Position reports to the Deputy Director Strategy and Collaboration.

    Position Responsibilities

    Key Responsibilities

    + Manages all aspects of economic incentive programs, including application review and processing, compliance monitoring, and performance reporting.

    + Oversees and evaluates the use of incentive tools such as tax abatements, municipal bonding, and TIF.

    + Leads efforts to modernize workflows, documents, and processes for improved efficiency, transparency, and customer experience.

    + Develops and implements division strategies and policies in alignment with departmental goals and broader community and economic development objectives.

    + Collaborates with the executive leadership team to refine the City's toolbox of incentives and ensure alignment with long-range planning documents and applicable laws.

    + Serves as a key point of contact for the Mayor’s Office, other City departments, County agencies, and the public on issues related to economic incentives.

    + Works with the Department’s CFO/COO to develop and manage the division’s budget and manage spending throughout the year.

    + Seeks strategic, responsible revenue sources for the division, including but not limited to federal and state grants, fees and charges, innovative partnerships, etc.

    + Serves as the primary liaison between the Department and developers requesting tax incentives, in partnership with relevant organizations.

    + Provides direct supervision to division staff, including hiring, training, coaching, performance evaluation, counseling, and disciplinary actions as needed.

    + Fosters a collaborative, accountable, and supportive team culture grounded in professionalism, continuous improvement, and public service.

    + Maintains confidentiality and models ethical, transparent leadership. Promotes a culture of open communication, cross-functional collaboration, and integrity in all areas of responsibility.

    + Serves as a liaison to the Metropolitan Development Commission (MDC) and other boards and commissions as necessary in all matters related economic incentives.

    + Establishes evaluation systems to monitor the effectiveness of programs, goals, and objectives, making informed decisions for ongoing improvement.

    + Designs and delivers training sessions internally and externally on the use and compliance of incentive programs.

    + Ensures all team members follow safety procedures as described in the Safety Handbook

    + Supervises staff and makes personnel and management decisions.

    Qualifications

    Minimum Job Requirements and Qualifications

     

    Bachelor’s Degree in Public Administration, Government, Planning, or Business Management or a related field with a minimum of three (3) years of experience or equivalent combination of education and experience in community or economic development. Must be knowledgeable of community and economic development tools, resources, trends, and program and project administration and implementation. Knowledge and abilities in leadership, management, budget, contracts, technologies, personnel and process performance measurement, and principles and practices used in ensuring compliance with appropriate codes and state and federals laws and regulations. Must be able to coordinate and manage multiple projects, manage a high-volume of work and meet deadlines. Leadership and mentoring capacity to oversee a diverse team model and incorporate clear vision and goal setting benchmarks for staff and partners. Exceptional written and oral communication skills along with strong customer service and computer skills is a must.

     

    Preferred Job Requirements and Qualifications
