Position Overview:
SLAC National Accelerator Laboratory's Supply Chain Management Division seeks a Senior Subcontracts Administrator to conduct procurement activities for a wide variety of complex subcontracts in our High Value Equipment Team supporting the laboratory's critical mission requirements. This position will be responsible for soliciting, preparing, and negotiating complex, unique items and high value purchase orders/subcontracts typically ranging in value from $250,000 to multi-million dollars and will also make decisions and develop recommended courses of action under conditions of uncertainty. As part of the High Value Equipment team, you¿ll have broad exposure to various teams within the lab and interface with a number of internal/external entities. You will also have the opportunity to contribute to Supply Chain Management projects, cost saving solutions as well as continuous process improvement. This position reports to the High Value Equipment Team Lead.
Your specific responsibilities include:
+ Identify risk and constraints in the acquisition planning and mitigate these risks through front end planning. Prepare, negotiate, award and administer multiple, complex, purchase orders and subcontracts.
+ Conduct Subcontractor outreach and advanced planning to identify potential bidders.
+ Prepare Requests for Proposals (RFP), conduct site visits, obtain bids, prepare and evaluate bids and negotiate with suppliers.
+ Reviews complex cost proposals and perform price/cost analyses with minimal guidance from supervisor.
+ Award and administer purchase orders and complex subcontracts through closeout.
+ Monitor Subcontractor performance for cost, schedule and compliance with associated subcontract terms and conditions.
+ Assist the requesting organization in developing Statements of Work, identifying sources and in performing overall procurement acquisition planning by developing needs analysis and forecasting for programmatic procurement.
+ Resolve contractual issues by interacting with various requestor, suppliers, senior level program management personnel, educational institutions, and government agencies.
+ Support procurement initiatives and strategic sourcing; drive to achieve continuous improvement in procurement process.
+ Review, amend, deny, and approve requisitions, as appropriate.
+ Plans and conducts pre and post award meetings/debriefings.
To be successful in this position you will bring:
+ Bachelor's degree with five years of experience in performing the above listed duties or a combination of education and relevant experience.
+ Knowledge and experience with the Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR) and other government agency regulations.
+ Demonstrate experience in working with various methods of contract types such as Firm Fixed Price, Cost Reimbursement, Time and Materials, and Basic Ordering Agreements.
+ Experience negotiating and administering subcontracts with unique and/or complex terms and conditions.
+ Knowledge of a variety of theory, practices, methods, programs, and plans including regulatory requirements relating to procurement and business law.
+ Experience partnering with internal customers, learning/understanding business needs and providing excellent procurement services.
+ Knowledge of market conditions, trade practices, sources, and lead time.
+ Demonstrate strong written and verbal communication skills.
+ Demonstrate knowledge and experience with Microsoft Office Suite and ERP systems, preferably PeopleSoft/Oracle.

_The expected pay range for this position is $138,958 - $157,008 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs._
