Summary You will serve as an Administrative/Technical Specialist in the Security Division, Corporate Operations Department of NAVAL SURFACE WARFARE CTR CORONA DIV. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Responsibilities You will serve as the Command Special Security Officer (SSO). You will be the security expert for the Command's Sensitive Compartmented Information (SCI) program. You will administer the SCI security program within the Command. You will serve as the Site Security Manager (SSM) for all Sensitive Compartmented Information Facilities (SCIFs) construction for the Command and direct/oversee all SSMs at remote sites. You will use sound judgment and best practice security principles to author and maintain local SCI security guidance when necessary. You will ensure SCI is properly accounted for, controlled, transmitted, transported, packaged, and safeguarded. You will oversee and ensure compliance of all the security elements of all Special Security Officer (SSO) personnel. You will serve as the official channel for certifying and receiving SCI visitor clearances. You will manage, supervise, and provide SCI support to DoD contractors, including processing, review, and approval of DD Form 254. You will maintain appropriate accreditation documentation for SCIF and SCI information systems. You will maintain applicable SCI directives, regulations, manuals, and guidelines to adequately discharge SSO duties and responsibilities. You will supervise the operation of all Sensitive Compartmented Information Facilities (SCIFs) for the Command and its remote sites. You will report directly to the Commanding Officer either in parallel communications with the Senior Intelligence Officer (SIO) or in addition to, whichever minimizes risk and ensures the most effective communication. You will ensure that all SSMs engage with NAVFAC personnel and applicable regional SSOs to ensure compliance requirements are addressed. You will provide guidance and assistance for processing SCI position and eligibility requests. You will ensure Special Security Representatives are appointed in writing for the day-to-day operations of remote site SCIFs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector administering or coordinating security programs to ensure Sensitive Compartment Information (SCI) is properly accounted for, controlled, transmitted, transported, packaged, or safeguarded for the compliance of all security elements within an organization.
