    Summary You will serve as a MANAGEMENT ANALYST in the PLANS AND PROGRAMS DIVISION (IAP10), OPERATIONAL SERVICES of STRATEGIC SYSTEMS PROGRAMS. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption. Responsibilities You will serve as the Government Commercial Purchase Card (GCPC) holder responsible for the identification, order and receipt of supplies and services that support the everyday operational needs of SPHQ. You will maintain a detailed set of supporting documentation records for all procurement actions, pending and completed (e.g., GPC pre-approval form, invoice, receipts, government acceptance documents, email coordination, etc.). You will conduct daily reviews of transactions that have posted to the accounts via the bank’s electronic system. You will serve as the primary back up to the budget analyst in the Operational Support Services Branch (SP15). You will assist the budget analyst in the Operational Support Services Branch (SP15) and reports to the SPHQ Building Manager (SP151). You will generate branch budget execution reports using Navy ERP and inform the branch management of the execution status. Requirements Conditions of Employment Qualifications FOR THE NH-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executes procurement actions by applying acquisition regulations to develop purchase requests, validate funding in financial systems, and maintain audit ready documentation to support compliant and timely acquisitions. FOR THE NH-02: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-01 (GS-04) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Supports procurement by entering data into financial systems, checking fund availability, and organizing documentation to assist with accurate and timely processing. Education Education may be substituted for specialized experience as follows: NH-02: successful completion of a four year course of study leading to a bachelor's degree; -OR- a combination of experience and education as described above that equates to one year of experience.
