    Summary This position is located in the Veterans Administration (VA), Veterans Health Administration (VHA), Hampton VA Healthcare System, in the North Battlefield VA Outpatient Clinic (NBVAOC). This position functions as the Health System Specialist/EA to the Health Care Center/Community Based Clinics (HCC/CBC) Administrator. Incumbent is responsible for a broad range of activities related to the institutional objective of quality patient care, education, and research. Will serve as a principal liaison. Responsibilities Major duties include, but are not limited to: General Practice Management Key member of the NBVAOC top management team and is delegated authority to make decision and act on matters within the responsibility of the HCC/CBC Administrator using broad policy guidance. Serves as the liaison to assist in supporting a multitude of service lines operating within NBVAOC and community Based Clinics through oral and written communication. Provides advice and assistance to administrative service chiefs and their administrative staff in carrying out their personnel management responsibilities, and in devising workable strategies and solutions to accomplish professional objectives. Assists clinical service chiefs and their administrative staff in the identification of workable plans to solve space and facility problems, frequently involving domino related projects and space trade offs. Works closely with the HCC/CBC Administrator for budget preparation and management for the NBVAOC and Community Based Clinics established and future activation. Provides advice to the clinical services concerning budget formulation, reviews and evaluates annual budget proposals, and reviews requests for additional resource (space, equipment, and personnel) from the clinical services. Assists the HCC/CBC Administrator in the formulation of policies. Reviews and evaluates proposed policy and procedure drafts submitted to the HCC/CBC Administrator. Administrative Oversight Responsible for the day-to-day oversight of assignments being completed by the NBVAOC and Community Based Clinics. Responsible for serving as a liaison to support staff and in doing so ensures that work plans, suspense's and all other written correspondence are accurate and completed by set deadlines prior to HCC/CBC Administrator review. Ensures fluid communication between service lines, sets up appropriate group meetings and discussions behalf of the HCC/CBC Administrator to ensure continuity of operations. Serves as a liaison for the Facility Planner by directly supporting top management team with responsibilities for planning, organization, development, direction, and evaluation of medical center functions. Conducts studies of manpower, space, programs, budget, and equipment utilization at the request of the HCC/CBC Administrator. Consults with the facility Public Relations Officer to ensure that the NBVAOC and CBOCs are presented in its best possible posture in community relations activities. Individual Occupational Requirements for the Health System Specialist (0671) Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED) OR Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Grade Determination (GS-12) You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsible analytical or administrative, budgetary, or clinical experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
